The freeholders unequivocally expressed their displeasure at this MCAP program and said they told Wilbert C. Russell, MCAP direc lek added that this has been an unpopular decision by the MCAP Board of Trustees, adding that he hoped that it was not a unanimous decision by them.

It was not made in the interest of those who need assistance the most, he said. We are not only opposed if county funds are involved, he said, we are in opposition to the use of any funds or this. Mr. Irwin said he did not $20,000 for transportation for summer recreational programs. The county has paid the $20,000 but has not paid any of the $35,000, he said.

MCAP Program Issue The freeholders are taking issue with an MCAP program in which 67 county youngsters are spending the summer in. Europe, Asia, Africa and South America. Mr. Irwin said the freeholders met with Mr. Russell about three months ago when privately to this overseas program.

He would not elaborate on this however. Surplus Funds Mentioned The freeholder director said he later read that MCAP said that surplus funds were used for this trip, adding that if there are such surplus funds set up by OEO (Office of Economic Opportunity) there is no need for the freeholders to appropriate funds for MCAP. We told him we had heard rumors about the program being started to take young people overseas and we told him that the board of freeholders were collectively and individually against the expenditures of funds for this purpose, said Mr.
