mmm Bv the Associated Press I 1 1 i in By JIM McCORMICK Marlboro Mayor Morton Salkind by September will ask council to adopt an ordinance creating a Housing Authority which coiild implement construction of 50 low income and senior citizen bousing units within 18 months This proposal ts contained the mayors special report on zoning trends which will be mailed to homeowners this week. Mayor Salkind said tnat the 50 unitsr could be contained in two buildings, preferably one story that would contain about 20 senior citizen units and 30 low income units One building for senior citizens could be constructed in the northern Morganville or eastern Marlboro Village area, and the low income units could be located in the predominately Black Texas Road area, he said FLASH FLOOD Peters Place Red BanK as it looked Friday, atter sudden rain and electric storm which dumped 2 13 inches ot rain on the area in less than two hours In Red Bank. Mount Laurel Cited Mayor Salkind said that while the Madison case was given nationwide publicity, the Superior Court decision invalidating the Mount Laurel Township zoning ordinance has a greater effect on zoning -ana social housing needs. Superior Court Judge Ed-, ward Martino May 2 gave Mount Laurel 90 days to provide for low and moderate income housing in its zoning ordinance The township was zoned to one-half and one-quarter-acre lots with no provision for multifamily housing The suit against the township was brought by the Southern Burlington County 'and Camden County Chapters of the National Association for the Advancement of Colored People.

by nine towhship residents and by the Camden County RegionafLegal Services. Mayor Salkind said that Mount Laurel didnt have satisfactory housing available under 323,000, which he compared with the $45,000 average price for a new home here. He also said that the Burlington County community had one-quarter-acre zoning, which is smaller than lot sizes provided for in the present Marlboro zoning ordinance So lot size is obviously not the answer, the mayor said The mayor said that since Mount Laurels municipal government ignored the problem of low income housing, the flood gates were opened by the court We must not allow that to happen here Mayor Salkind sail By properly providing essential living accommodations for present, long-time residents of this township we can avoid a Mount Laurel didsion Mayor salkinu, emphasizing that plans are'very incomplete, said an estimated 10 senior citizens could be housed in that building. He estimated that 125 blue collar workers, welfare recipients, and other low income families could live uf a seperate structure The mayor said a portion of the units could be rented, and some could be owned by the low income families He said federal loans could be made available to the families who purchase their units, so that interest costs on loans could be. reduced to as much as one third the usual rate Mayor Salkind said that he will propose that the authority be made up of six members, one of which, according to state law must be appointed by Gov William T.

Cahill He said he did not know at this time if the members would be salaried, or what their terms would be The mayor said he will make the appointments with the advice and consent, ot council and that one member would be a councilman Minimum Residency Rule He said that the housing would be available only to people who have lived here a minimum of one year The mayor said recent court decisions influenced his formulation of the lovfr Income housing proposal. The three he cited dealt with Freehold Township, Mount Laurel Township, Burlington County, and Madison Township, Middlesex County The Appellate Division of Superior Court June 23 ruled that Freehold Township must rezone 300 acres down from one-acre within 90 days. Wilbur Lafaye of Long Branch, local U.S Weather Service' observer said the storm which brought hail in some areas, started shortly after 6 and tapered off just after 10 p.m, He said Fridays precipitation could not be added to the June statistics, however, because his July measurements started at 6 p.m. This still left month of June with twice the normal precipitation at 6.38 inches measured against a normal of 3.20 inches. The heaviest measured rainfall was on June 17, when 1.27 inches were measured. Measurable amounts of precipitation, Mr Lafaye said, occurred on 19 days of the month; with three days only showing a trace. This, he said.
