House Speaker Stan Akers, R-Phoefiix, and Rep.

Tony West, R-Phoemx, two of the most controversial members of the House, are running unopposed. Despite this, Akers faces the toughest battle of his political career next January when he is expected to collide with Rep. Frank Kelley, his bid to Become Speaker of the House for a record third term. Bolin said the number of candidates for public office is a direct reflection of the job outlook. 'When things are good we don't get many candidates," he said.

"But when things are down people are looking for jobs in the legislature and in the Congress." A surprise challenger to House Minority Leader John Rhodes, was among 26 Democrats and Republicans filing for state and federal offices. Mesa City Councilman Louis Stradling filed petitions to challenge Rhodes for the Republican nomination for Congress in the 1st District. Pat Fullinwider, who two years ago came close to defeating Rhodes in the general election, is unopposed in the Democratic primary. Three Democrats and two Republicans are seeking the seat vacated by the retiring Sen. Paul Fannin, R-Ariz.

The Democrats are Carolyn Warner. Wade Church and Dennis DeConcim. Longtime foes Reps. Sam Steiger and John Conlan will face each other in the GOP race. Rep.

Morris Udall, faces a four-way battle to retain his seat in the House after failing in a bid for the Democratic presidential nomination. In the 3rd District, seven candidates two Republicans and five Democrats are battling for the seat being vacated by Steiger. In the field are State Senate Minority Leader Fred Korry of Glendale and Donald Aldridge of Lake Havasu City, both Democrats running are State Senate President Bob Stump of Tolleson, Sen. Tony Gabaldon of Flagstaff, Maricopa County Supervisor Joe Eddie Lopez, Phoenix attorney Sid Rosen and former Glendale Mayor Max Klass. Phoenix attorney Tony Mason is considered the front runner for the 4th District Democratic nomination.

Also filing for the 4th District Democratic nomination was Davids. Ernest Garfield, corporation commissioner, and PHOENIX (API Nominating petitions for more than 200 candidates have been filed with the Secretary of State to get their names on the Sept. 7 primary election ballot. The filing Friday was the highest number of candidates for state and federal offices in the last eight years, Secretary of State Wes Bolin said. Pat Fabritz, assistant secretary of state, said a complete list of the filings would not be available until early next week.

At stake in the election are 90 seats in the legislature 60 in the House and 30 in the Senate four in the U.S. House, one in the U.S. Senate, a corporation commission seat, and the state mine inspector. By Friday night, 231 candidates had filed for state and federal offices; but the figure is expected to climb higher as workers process the signatures late Friday and Monday, Mrs. Fabritz said.

The Socialist Workers Party and the Communist Party filed signatures to get on the ballot. Affidavits of circulators for the petitions circulated by Arizonans for Safe Energy were also being checked But Mrs. Fabritz said a final determination may not be made until Aug. 10. Officials certified that the Socialist Workers Party had enough valid signatures to be placed on the ballot.

Petitions for the Libertarian Party were still being checked at the deadline. Status of the signatures on the Communist Party petitions were not immediately available. Maricopa County officials were ordered to appear in superior court Wednesday to show why an extension of the certification deadline should not be granted. The extension was requested by Mrs. Helen Stevens, a spokeswoman for the Libertarians.

She sought the delay because Maricopa County elections officials failed to check more than signatures filed prior to the deadline. 1 The' only major hitch that developed Friday came when House Minority Leader Craig David, D-Coolidge, attempted to file for two races, one in the House and the other in the Fourth Congressional District. Bolin refused to accept the petitions for both races because he said it would establish a "horrible precedent." Told that Atty. Gen. Bruce Babbitt approved the move, Bolin accepted the petitions but reiterated his intention to allow Davids to run for one race only.

Davids said later he probably would decide to drop Archie Di Roberts, are in the Republican primary. Incumbent State Mine Inspector Bert Romero will be challenged in the Democratic primary by Buren Elkins of Hereford. Bernie Lumbert, a free-lance computer expert, is running in the GOP primary for the mine inspector's post. Former state tax commissioner Waldo DeWitt is challenging Al Faron for a seat on the corporation commission and former Phoenix city councilman Jim Weeks is unopposed in the Democratic primary. (e) To enter into, make, perform and carry out contracts of every kind for any lawful purpose without limit as to amount, with any person, firm, association or corporation, municipality, county, parish, state, territory, government or other municipal or governmental subdivision. (f) To become a partner (either general or limited or both), and to enter into agreements of partnership, with one or more other persons, or corporations, for the purpose of carrying on any business whatsoever, which this corporation may deem proper or convenient in connection with any of the purposes herein set forth or otherwise, or which may be calculated, directly or indirectly, to promote the interest of this corporation or to enhance the value of its property of business. Improvement averages ranged from Seven months gain in vocabulary gTade placement to 20 months gain in comprehension grade placement, according to the report. Students may enter special reading classes at any time during the year and are pre and post tested for achievement in vocabulary and comprehension. The Flagstaff program was recently included in "Education Programs that Work published by the U.S. Office of Education, and in a national publication "Effective Reading Programs. the program was also recognized by the U.S.
