2 The SUN, Flagstaff, Arizona, Friday, July 9, 1978 Maricopa Attorneys Staff To Refuse Plea Bargaining To Quit County Job PHOENIX AP) Deputy Maricopa County attorneys, miffed because the board of supervisors failed to live up to promises of pay raises, have voted to begin immediate retaliatory action designed to bring the county's court system to a standstill. Randy Ellexson, spokesman for the attorneys, said Thursday they will refuse to accept any plea bargaining in pending cases. Ellexson said the action is patterned after a similar job action taken by Los Angeles County attorneys last month. That also involved a dispute over salaries, and resulted in pay increases for the attorneys. Ellexson said the average caseload for the 37 trial deputies is 40.

He said if each attorney takes ail his cases to trial, it would cause a sizeable logjam the courts. Criminal dockets would be so clogged that little or no progress in those cases could be made, Ellexson said. Since criminal cases take precedence over civil cases, they too would come to a virtual standstill, he said. "This will require the hearing of all trials and motions," he said. "The result will be that the already overburdened court system will become further mired down.

"I cannot, in good conscience, continue to serve in these two important public offices while I am a candidate for the U.S.

Senate, he said in a prepared release. "The public needs fulltime performance from their elected officials, and a vigorous Senate campaign schedule would not allow me to devote the attention to these important duties that the people of Arizona have a right to expect. Joe Castillo, chairman of the Pima County board of supervisors, said a replacement for DeConcini would be appointed within the next several weeks. Castillo said possible replacement are David Dingledine, chief deputy county attorney, and Mrs. Rose Silver, former Pima County attorney and currently head of the civil division of the county attorney's office.

Band Gift PHOENIX (AP) Four labor unions are to reply today to what the Associated General Contractors of Arizona said was a full and final offer for the settlement of an 18-day industry shutdown. Federal Mediator Guy Parent said the contractors and four unions met most of the day Thursday. He termed the talks fruitful. The meeting involved representatives of the teamsters, laborers and operating unions in Phoenix, the cement masons union in Tucson and the contractors. Parent has scheduled a meeting today between the contractors and the carpenters and cement masons unions in the Phoenix area The group held their first meeting Wednesday since the shutdown.

The teamsters, laborers and operating engineers struck June 22 and management followed with a lockout affecting those three unions and the carpenters and cement masons Contracts covering the five unions expired June 1. The shutdown idled an estimated workers around the state. About 1.000 workers returned to their jobs this week under terms of a tentative settlement between the teamsters, laborers and operating engineers and the Arizona Rock Products Association, another management group. FLAGSTAFF MAYOR ROBERT L. Freestone said Socialist Worker Party signatures have already been checked and ap- World Party, the American Party and the Conservative Party. The Socialist Workers will run only candidates for president and vice president in 1976, Oehler said.

They are Peter Camejo of New York, for president, and Willie Mae Reid of Chicago, for vice president. Libertarians will run a slate of candidates headed by presidential hopeful Roger Mac-Bride. Mrs. Stevens said a number of local candidates will also be on the ballot. BENSON (AP) Police Chief Joe Alvarez has a lot of friends here in this southern Arizona town.

And theyre joining in an effort to smooth his road to recovery from a battle with leukemia. Alvarez. 32. returned home Sunday after spending 33 days in isolation with the often fatal disease at Arizona Medical Center in Tucson. Residents of this town of about 3,500 have held barbecues, parties and a dance to raise about $2,000 to help pay his medical bills and to support his family while he recuperates And Friday, about 125 residents will give their blood to help the father of four when the Red Cross bloodmobile comes to town.

Two of Alvarez's children were adopted after their parents were killed in an automobile wreck. It's not definite that Alvarez is cured yet, though his last two tests for leukemia, a cancer of the white blood cells, were negative. Steiger's name was interjected into the case when it was revealed that Bolles had gone to a midtown Phoenix hotel June 2 to meet a man who allegedly had information about a land deal involving prominent Arizonans, including Steiger. Friday ATOUCH OF HYATT ON THE QUEEN MARY SUMMER VACATION Coconino National Forest Supervisor Mike Kerrick, announced today that a follow-up inspection of the Spruce Bark Beetle infestation in the Inner Basin of the San Francisco Peaks revealed little new damage. Kerrick said the outbreak was triggered by a 1973 snow slide which leveled about 20 acres of spruce at the southeastern base of Mount Humphrey. "The broken trees provided an overabundant food supply which allowed the small, naturally occurring population of beetles to increase rapidly, he said. "The beetles flew into surrounding live trees in 1975 and killed about one hundred mature spruce trees. These infested trees were salvaged by Hosie Irving, a local logger, in the fall of 1975, He said.

Last week's inspection was made by Gene Lessard of the Forest Service Insect and Disease Management Working Group from Albuquerque. The small number of insects found would indicate that the salvage logging, as well as slash and stump treatments done in 1975, were successful in reducing insect numbers to a tolerable level, Kerrick said. 12 02 a m. 112 W. Bayless Market, false alarm. WINDOW ROCK, Ariz. (AP) A certified public accountant says a general aviation business purchased by the Navajo Tribe a year ago for $720,000 is losing money. One of the reasons, says Ira Osman, is because tribal officials, departments and enterprises are slow in paying for charter services. A tribal entity, Navajo Aviation Authority (NAA), bought the long-established Sky Harbor Air Service, of Phoenix April 1, 1975.

Four months later, the authority used $362,000 in federal revenue sharing funds to purchase three new aircraft. Two of the twin-engine airplanes are turbo-charged. Osman, former Arizona state auditor, said the Sky Harbor purchase included three aircraft owned by the firm. Two of those planes were sold last month for $116,375, Osman said in a June 29 report to tribal council members. The aircraft owned by the tribe are based in Phoenix and the Window Rock airport.

The Phoenix facility is to be closed shortly and its operations moved to Window Rock. Sky Harbor, the oldest flying service in Arizona, was owned by Mr. and Mrs. Michael Mitchell of Phoenix. Mitchell had been a consultant to the tribe on private aviation matters.

Alter the sale, Mitchell was hired by NAA as its general manager on a three-year contract effective April 1, 1975, according to the Osman report. Mitchell was paid $25,000 annually. Mrs. Mitchell received a similar contract as operations director at $12,000 annually. Osman was hired by the tribe in April to delve into financial management procedures and fiscal controls of various tribal departments and enterprises.

The NAA report was one of several he has issued in recent weeks to the council. Steiger said he was picked the favorite by 6,712 persons to 1,689 who favored his GOP primary opponent, Rep. John Conlan. Steiger said his name being brought into the Bolles investigation caused some of his Tucson volunteers to withdraw from his campaign.
