do 2 The South Bend Tribune, Sunday, September 18, 1977 Dayan changes travel plans TEL AVIV, Israel (AP) Foreign Minister Moshe Dayan unexpectedly broke off a trip to the United States Saturday to come home and confer with Prime Minister Menachem' Begin, raising speculation about a new development in Middle East negotiations. Dayan had spent Friday in Brussels and was expected to leave for New York Saturday. But instead he flew to Paris, spent, several hours at a hotel there and then flew back to Israel. Arriving at Ben Gurion Airport Dayan said he returned to "perform a task in my function as foreign minister." He declined to make any further comment after meeting for more than an hour with Begin. York Dayan on said Sunday he would and leave would for be New in Washington Monday as scheduled.

Israeli officials in Washington said they did not know why Dayan had returned to Israel. His schedule in Washington on Monday calls for talks with President Carter and Secretary of State Cyrus R. Vance. There was immediate speculation that Dayan, in talks or meetings in Brussels or Paris, had come up with new information related to his mission to the United States, where he is to take part in U.S.-mediated Middle East peace talks. Israeli Radio said there were reports in France that Dayan had met with Egyptian Foreign Minister Ismail Fahmy, but Jerusalem sources discounted the report.

A spokesman for the Israeli Embassy in Paris said he was unable to explain why Dayan went there, but he denied rumors that the foreign minister stopped over for a secret Middle East peace meeting. The spokesman said Dayan spent several hours in a hotel there. Israeli radio reported earlier that Dayan had flown from Paris to New York for next week's crucial talks on the Arab-Israeli standoff in the Mideast. Before that, it had been reported from Brussels that he left the Belgian' capital on a Sabena flight for New York. The Israeli minister was expected to meet with President Carter and Secretary of State Cyrus R.

Vance, cartha indirect, this week and Vance-mediated later to take negotia- part tions with Arab statesmen. Dayan had flown to Brussels Thursday for meetings with European Jews, Common Market officials and Israeli ambassadors in Europe. Israeli radio said security considerations were the official reason given for Dayan's not flying to New York on Friday as scheduled. His wife, Rachel, flew to New York from Brussels Friday night. Israeli Foreign Ministry spokesmen had no immediate explanation for the new change in travel plans.

It was the second time in a month Dayan had made a unexpected stop in Paris while supposedly en route somewhere else. Oh Aug. 22, he surprised reporters at Tel Aviv's Ben-Gurion airport by boarding a plane for Paris when it was thought he was going to London. At that time he spent an afternoon in Paris before flying on to his destination. Lance defends trips Continued from Page 1 against him prove to be basically false, Americans would again have confidence in Lance's character though "it might take a while." Much of the criticism of Lance has focused on bank overdrafts by him and his family, but Carter indicated for the first time that while he doesn't excuse overdrafts, he doesn't consider them as sufficient reason to disqualify someone from public office.

He has had overdrafts himself at times, he said. "I can't say that it is an acceptable thing. But I still don't believe that is an unethical or illegal thing in the banking circles in which I have had to operate," Carter said. His remarks were made Friday and released to the public Saturday. Saturday saw little of the bickering among committee members that marked previous sessions, but the questions by the senators still were long and rhetorical.

For example, it took Sen. Jacob K. Javits, nearly 20 minutes to ask his first question of Lance. He tried unsuccessfully to get Lance to admit that overdrafts at Lance's bank in Calhoun, for Lance's campaign for governor in 1974 ed banking laws prohibiting loans to the executive officer of the same bank. Lance said, as he had said previously, that he did not consider it a violation and disagreed that the Office of the Comptroller of the Currency had specifically criticized the campaign overdrafts, even though the comptroller had imposed a restrictive agreement on the bank not to permit such overdrafts in the future.

Lance's staunchest defender on the panel, Sen. Sam Nunn, said he didn't think the panel had uncovered anything really damaging to Lance, nor had it found that Lance had withheld any significant information at his earlier confirmation hearing in January, as some senators have charged.
