The preparation of this bill has been something of an auction in which eacb trust has been allowed to arrange its own schedule and in which all have combined to impose unreasonable and unnecessary burdens upon tbe people. Now, we should like to know what has occurred since last November that renders necessary the urgent appea published by the Independent. Prior to the election last fall it was freely predicted and confidently promised by every Republican newspaper and orator in tbe country that in tbe event of the success of the advance agent of prosperity." there would be an end of hard times and the country would enter upon an era of good times, tbe like oi which had never before been experienced.

They did not say this change would occur in one year, or two years, or after the enactment of a new tariff, but without qualification they declared that the change would be immediate. It was argued that the mere fact that Mr. McKiuley had bean elected, that the principle of protection had tri umphed, would work like magic. As proof of this they charged that tbe election of Mr. Cleveland created a panic and precipitated disaster long before he entered upon the discharge of the duties of his administration.

The people of the United States swallowed the bait. They were deceived with the fallacy that the mere election of Mr. McKinley would result in setting all the wheels of industry in motion. They looked confidently for the return of prosperity immediately a tlie election. 1 hey are still looking, and they will continue to look in vain during Mr.

McKinley's entire term of office. It would be a i if it were not each a Berioui matter to see the same sanguino prophets who foretold that there would be great prosperity immediately following the election now pleading i Congress, eight months after the election and nearly four months after the inauguration of Mr. McKinley, to pass the tariff bill and keep the country from going to the devil. A SHORT-SIGHTED POLICY. The Republicans ura i i i a commercial war with Canada, and there are two methods by which they propose to bring about this result.

One is to oat Canadian products by a prohibitive tariff. Another is to exclude Canadian laborers from employment on our of the boundary line.
