Second and Main BEE THE The Sacramento 19 INC'ONSISTKNT. Bee insists that it is not partisan newspaper in the usual of that term. We must give our coteinporary credit with a lofty air of independence at times, but ao far as our observation goes, its independence invariably inani- festi itielf during periods when there is no election contests on hand. We cannot say with absolute certainty that the Bee, under its present management, has never failed to support all State and national candidates of the Republican party, for we have not a copy of its files at hand. But we give it as our deliberate opinion that when the issues are made and the candidates are named, there is no ranker partisan journal in California than the Kee.

However, we do not find fault with it on that account. Our objection to its policy is that it does not tote fair in its discussion of financial questions. It is not in accord with the rank and file of its own party on those issues. Its John Shermans and William McKinleys are responsible for the financial policy that has resulted in a financial panic, the like of which has not been seen in this country since 1872-3. It flays them unmercifully between elections when there is nothing to be gained or lost by this show of independence, but it falls down and accords them loyal allegiance and faithful party service at a time when there is an opportunity to make its independence felt, and it does this, too, in opposition to men who, on all essential public questions, holds views identical with its own, but who ordinarily train with the Democratic party.

Even all this would be excusable if the Bee did not persist in ignoring the fact that the great bulk of the Republican party are firm believers in the financial theories of John Sherman, and that nearly all the brains of the Republican to cut any in a State election wby not the otber? The truth ii that the Bet not want silver to become an in the Ohio election; and, for that matter, neither does Mr. McKinley. Ohio is both a Republican and a protection State, and ho prefers to insure his election by ignoring financial questions and drawing party lines on the tarill'. It ie perfectly sufe to assume that the most radical free silver Uepublican wi exert his influence to keep the silve question the Ohio oumjmgu, to not one of them who in now pnitlin the loudest about his independence partisan politics and liis loyalty to th cause of free coinage, but would suppor Mr. McKinley, tho gold-standard ciuuli dato, uguiiibt the ablest and purest fro.

silver Democrat who ever lived, even i the tarill' question were entirely elimi nated from the campaign. The life gives away its case and shows the absurdity of its claim that it can non-partisan when great national questions are at issue, when it admits that N'eul is right and McKinley Hit silver question, for that is tho living vital issue, and tho only one now before the country. The tarill' question wii: not be considered i the regular session of congress, and it will not again be an issue until the Presidential campaign of 1390. Labor troubles in Fresno have RS- sumod a very serious aspect, and the governor has ordered the State militia to be in readiness to move tit moments warning. Xo trouble is anticipated from workingmen who are really in earnest in their desire to secure employment.

They understand the situation and appreciate the efforts of the business men of Fresno to i leaders are arrayed on the same side. As an evidence that this is true we have but to cite the fact that the majority report of the senate finance committee submitted on Friday, is the work of Senator Voorhees and four Republican senators. We believe in bimetalismand we concur in that report. Radical free coinage papers, however, insist that the report was inspired by the goldbugs. The only show of opposition to this report was made by Democratic senators.

The work of demonetizing silver was done under the direction of Republican leadership. The work of rehabilitating the white metal waa principally under the leadership of Democrats, and they were antagonized by the John Shermans, the Benjamin Harrisons and the William McKinleys of the Republican party at every step. We admit that John Sherman had Democratic allies in his fight against silver, and the Democrats had Republican allies in their struggle to prevent its demonetization, but the preponJerance of numbers, brains and leadership of the Republican party was behind John Sherman, while the great majority of the Democratic party was on the other Bide. The result of Sherman's financial policy was BO disastrous, that it aroused a public sentiment which threatened to go to the other extreme in legislation. The Sherman act waa a compromise supported by the radical gold-standard Republicans and their weak-kneed free silver brethren, and opposed by every them with meals and sufficient employment to enable them to tide over a period of a depression.

It is the tramps and vagabonds who will not work when the opportunity is afforded them, who are responsible for the deplorable state of disorder that threatens to develop into a riot. These men have flocked into Fresno by the hundreds. A dispatch published in the Chronicle of today say men set work daily in the Vineyards and some come back next day complaining that the work is too hard." The real workingmen ought not to associate with such a vicious class. They invariabl prejudice the cause of labor by engaging in riot and disorder. A labor demonstration affords them an opportunity to pillage and destroy and sometimes to commit murder.

The honest laboring men of the country owe it to themselves to repudiate the lawless acts of these vagabonds and to deliver them over to justice whenever they have indisputable evidence that the law has been violated CURRENT COAST CULLINGS, Interesting Mews Items Gleaned From Various Sources. It will thus be seen that the Republican party is responsible for the financial legislation of this country for many years, and that if the present depression in business is due to vicious legislation, the blame should be laid at the doors of the Shermans, the Harrisons and the McKirileya of that party. The Bee, in discussing the situation, for reasons that ought to be apparent to the most casual observer, chooses to ignore all these facts, and abuses the President and Mr.

Carlisle as if thov were both pick-pockets and horse thieves and all the time it is fully aware that neither of them has ever written or spoken a word that by any possible construction can be tortured or twisted into a declaration against the avowed policr of the Democratic party to continue both the use of gold and silver as standard money. The Bee is entitled to whatever credit there may be in the original discovery that the Ohio election has nothing to do with this matter. It would be a curious condition of affairs if a question, which is the paramount issue in every other State in this Union, should cut no figure in the Ohio election. It is absurd to pretend that while every other community, north, south, east and west, is profoundly absorbed in a discussion, the purpose of which is to reach a solution of the Onancial problem, the people of Ohio have no interest in the matter. The tariff question is an important one but the necessities of the financial situation are so urgent that the tariff question is completely overshadowed by the financial crisie.

and the demand for relief from the stringency in the money market ia so great that the President, in convening congress in extra session, recommended legislation upon but one question.
