Moody has served on the City Council once and as mayor for three terms in a long career of public service. Moody campaigned furiously for Gemini Parkway when he ran in '84 and still believes the road needs to be built. He opposes Proposition 200 for that reason, believing the city needs to maintain the option to use part of the park for Gemini's eventual alignment. The mayor rarely has been controversial and enjoys the respect of his colleagues on the council as well as the public, which perhaps explains why no one bothered to run against him.

City Council Mel Hannah This veteran politician, the first black ever to serve on the council, is running for his fourth consecutive term, a remarkable streak of longevity in any municipal government. Hannah, who works for the Northern Arizona Council of Governments, has been described as having the best "institutional memory" on the council, making him a frequent contributor in discussions. Hannah has said he believes the city should seek more cooperation and joint planning with Northern Arizona University. Pat Loven She is completing a special two-year term on the council and running for her first full term. Loven, a real estate broker, has a long record of business ventures and civic participation in Flagstaff.

She has used her background to specialize in land use issues and said in her campaign that she believes more funds and attention should be given to water drainage on the south side of the city. Steven Pulos The only outsider challenging the incumbents, Pulos' background is in education and social work. He is the only candidate in favor of the Buffalo Park i- nitiative, for which he has campaigned strongly. Pulos has said he believes more money should be allocated to local social services and has proposed striking a deal with Coconino County to set up an extended horse racing season as a source of revenue. Wally Quayle The longtime educator is finishing his first on the council and has mayor for the past two years as the leading vote-getter from the 1982 council election.
