Submarine pens were built at Saseno and airfields at the capital of Tirana. In 1951, tough mountain men tried to revolt, but Soviet-led troops squelched the uprising. After the revolt, General Enver Hoxa was deposed as leader of the National Liberation the sole and Mehemet Shehu, a Soviet favorite took over.
