COUNTY JAILS BEEN CONDEMNED Harrisburg, Nov. 11. Reports showing that conditions in many jails of the state and in some of the almshouses are unsatisfactory were made to the State Board of Charities at its annual meeting held in the state capi tol. The report was submitted by Bromley Wharton, general agent and secretary, as the result of inspections made by himself and two assistant agents. In the report it was declared that the system of jail government was not good In several cases and that the plan of having the sheriffs act as keepers was not operating to the best advantage.

Few jails have yards, and in some, conditions are so filthy that prisoners welcome a transfer to the penitentiary. The county jails which the board has condemned are those in Adams, Carbon, Columbia, Crawford, Franklin, Huntingdon, Lebanon, Susquehanna, Schuylkill, Union and Venango counties. The almshouses at Schuylkill Haven, Clarion and Franklin are criticised and Blockley, at Philadelphia, Is declared to be overcrowded. iMr. Wharton reports that as a result of the investigation of the Western Penitentiary there has been a distinct improvement and that the system of John Francis, the new warden, is working out well.

The Eastern Penitentiary is reported to be overcrowded, but a new building is going up. On the subject of the insane, the report says that the accommodations of both state and county institutions are not sufficient to care for all of the unfortunates. There are fully 16,000 insane persons in the state, the ratio of increase being greater than that of accommodations. PURE soda drinks at Harter'a. 6. Edwin Mittcer Anything and Everything Electrical, 21 Batter Plate, Pittston, Pa, Old Phone A large force of trackmen are engaged in an extensive improvement in the Lehigh Valley freight yard, on Water street. A light weight old fashioned rail has been used in the yard for many years. This is being removed, and all of the tracks are being relaid with modern 98 pound rails, which will be a big improvement. In this connection, a change is being made in the yard tracks at the point where they cross Water street.

At present a switches located just north of the crossing, with the result that two lines of rails run across the street. Under the new arrangement the switch will be located just south of the crossing, so that hereafter there will be but one track, or two lines of rails across the street. This will make a much safer crossing and permit the crossing to be maintained in excellent condition.
