succeeds, fails UNITED NATIONS, N. Y. (AP) The United States has met success and failure in the opening round of its campaign to prevent the expulsion of Nationalist China from the United Nations. The victory came in getting its two Chinas proposal recommended Wednesday for the General Assembly agenda, and rounding up a good number of cosponsors for its. two resolutions, including Japan.

THE FIRST resolution, which calls for the seating of Peking and Taiwan in the General Assembly with Peking getting China's permanent Security Council seat, had 17 cosponsors. The other, which calls for a two- thirds vote instead of a simple majority to pass any resolution to oust Taiwan, had 19. The defeat was in the steering committee session, which recommended that both the U. Wednesday deadline, and unofficial figures show it is the highest since the 1960 presidential year peak. John Waldecfc, Stark county election board director, said the unofficial tally for the county is 162,511. This may be adjusted downward as registrations are checked and possible duplications weeded out, Waldeek said. THE COUNTY registration total at the start of the present period May 15 was 147,460. This was adjusted downward by about 1,000 by deaths and cards pulled because of failure to vote, Waldeek estimated.

The committee voted down a U. motion that they be combined for debate by a 12-9 tally with three abstentions. This meant the assembly was being advised to debate the Albanian resolution before the American one. However. U.

TAIWAN, one of the founding members of the United Nations, is named in the charter as a permanent member of the Security Council, holding one of its five vetos. The poor showing by the United States in the committee could be counted as a blow to its expectations of getting its resolution adopted. But U. S.

BY ROUGH preliminary estimates, the Democratic controlled committee's decisions would mean about $4.9 billion less in tax breaks over a three- year span for business and about $3.4 billion more for Individuals than Nixon recommended. In the long run, the business relief could increase somewhat. There is at least a little income tax relief for all individuals in the package approved by the committee Wednesday and scheduled to be voted on by the house about Oct.

The trim, black-haired Medina appeared stunned by the verdict. He saluted again and then looked toward his sobbing wife Barbara, who had sat on the front row each day since the trial began Aug. 15.
