Carranza, through his local agent, today notified Secretary of State Lansing that the Mexican people view with displeasure any attempt tending to frustrate the successes of the Carxanza forces. The message referred to the pan-American conference. It is believed that he will not concur in the action of the conference.

The Carranza communication was delivered by the Washington agent of that faction and is regarded as little less than defiance to the United States by the Mexican leader. The next move of the pan-American conference, which is preparing an appeal to the Mexican people to lay aside their factional loyalty for the general welfare of the Republic is eagerly awaited. In the letter to Secretary Lansing the Carranza Washington agent expresses surprise that the pan-American powers should attempt the pacification of Mexico and that the Carranza government feels alarmed at the new developments.
