-i 4' i SAN ANTONIO Smtomtm 5 1975 S-C 1 The gracious, sprawling sumptuous home of Mr. and Mrs. H. Lutcher Brown was donated to the University of Texas in May of 1965. The 46-year-old Georgian mansion at 636 Ivy Lane sits on a 24-acre site in Terrell Hills that has more than 700 oak trees gracing the grounds.

Administration of the home, known as the Lutcher Conference Center, is now under the University of Texas at San Antonio. The beautiful mansion was donated to the university educational purposes and as a place where visitors from other countries, especially Mexico and Latin America, could come for academic exchange and to learn about the American Last year, the budget for the center became a momentary center of controversy as the Daily Texan, student paper at the University of Texas at Austin, took aim at the procedures used to allocate money for the operation and maintenance of the center. Two years earlier, the center had been attacked by State Rep. Lane Denton of Waco as a motel for state big-wigs (because a few state officials stayed there once or twice)and a waste of money. It costs more than $106,000 a year to pay for the groundskeepers to keep the grass mowed, bushes trimmed and trees healthy.

Numerous public service ana eaucauonai groups nave enjoyed the use of the facility in cooperation with the University of Texas here. In that sense, thousands have had a chance to see and enjoy this university gift. As for public tours, UTSA officials tell us the real problem is the money that would be needed to maintain a staff of guides and guards to open the mansion to the public on a regular basis. For most residents, the only view they will get of this palatial home is the one through the gates. However, group tours of the home have been arranged in the past, but only when staff availability and scheduling of other events permitted.

Information about such tours may be obtained from UTSA. Private eyes eyed With so many private eye movies on television, some of us have been wondering about the status of the private detective or investigator in Texas. Specifically, we would like to know: Can he make an arrest? Can he carry a gun? Can he question a person against the will? 1 know that in some states the police look down on the PI, but in others he is well-liked by the law. One more question: What kind, if any, license must a PI have? TRUMAN G. QUEVL1 There are some simple answers to your questions, with qualifications.

He cannot make an arrest. He may not carry a gun. He may not force a person to answer questions. Licensing of private investigators is done by the State Board of Private Investigators and Private Security Agencies, according to Ed Stone of the Adel phi Bureau. On two of those no answers, there are qualifications.

Under the Texas Penal Code revision, there is no longer such a thing as a arrest. However, a person can detain a criminal after reporting a crime to police and hold him (or her) there until law enforcement officers arrive. That is not technically an arrest, however. As for carrying a gun, if a private investigator is also a bona fide law enforcement officer (who does his investigating on the side) he may carry a gun IF the police department or law enforcement agency he belongs to REQUIRES that he carry a gun at all times. In the case of the San Antonio Police Department, there is a regulation that all officers must carry their badge and gun at all times.

Hope that answers your questions. Utility costs We are having an argument about several things and hope you can clear them up. Could you tell me about what it costs to operate an average electric clock? A 3-watt night light? A 19-inch solid-state color television left on for 12 hours at a time. Is it cheaper to pull the plug on an automatic coffee percolator for four or five hours or just leave it heating? HERMAN H. SASS Our friends at City Public Service had all of these figures right at their finger tips.

They gave us estimated costs (including the current fuel adjustment cost) for the items you listed. An electric clock costs between five and six cents a month to run. A night light is about three cents a month. A 19-inch solid-state color television is about one-half cent an hour. There is also seme electrical consumption by sets which have instant features even when they are turned off.

The current keeps some of the innards working at all times so you can get a ture Instantly. The cost is minimal, however. The percolator, like anything which heats (stove, iron, dryer etc.) involves relatively high consumption. It costs about 3.5 cents an HOUR to ran the average home percolator. Most, however, will ran for only about 15 minutes before coffee is ready.

It is much more economical to unplug the coffee pot over a four or five hour period and heat it up again than it is to leave it plugged in the entire time. There are some appliances where consumption is less when they are left on all the time in certain cases because they operate more efficiently that way, but a coffee pot is not one of them. U.N. debates female crime auoqatco nm GENEVA, Switzerland International criminologists day challenged claims that crime among women is on the rise as a result of their new freedom. Representatives from Communist, European and developing nations told a United Nations Crime Conference that female offenses have not significantly increased in their countries and there was no basis for the conclusion a freer, more active life makes a woman more prone to become an offender.

A U.N. working paper prepared for the meeting of 1,100 delegates from 90 nations stated increasing female crime a new universal The paper cited mostly United States and West man statistics and admitted evidence from elsewhere was scant. Bulgarian Justice Minister Svetly Baskalova. taking exception to the U.N. report, said in her country the number of female offenders was declining and this is valid for aU socialist tries.

is an absurd conclusion the struggle for equality makes them more inclined to a delegate from Cuba added and said it was time for a thorough investigation of the social phenomenon of crime conducted in a scientific and uniform manner. Mrs. Inkeri Antlia of Finland, president of the two-week conference, also said the female crime rate in her country remained stable. Canadian court worker Dorothy Betz said female crime has been on the rise in Canada in recent years, but she questioned if this was the result of the changing role of women. 1 4 Big News is now equipped with its own Mini-Cam.
