EMPLOYMENT EMPLOYMENT EMPLOYMENT Rules Committee Fight in Congress in Illinois still undecided and one member still to be elected from goes to the floor for a vote and under what limitations governing debate and amendments. That committee has been domi nated for years by a coalition of Republicans and Southern Democrats. With Congress under Democratic control, it is composed of Democrats and 4 Republicans. Two of the Democrats are Chair man Howard W. Smith of Virginia and Rep.

William E. Colmer of Mississippi. Smith and Colmer, along with the four Republicans, have effectively bottled up in committee many bills they opposed. Legislation not cleared by a ma jority of the Rules Committee has difficulty reaching the House floor for a vote. The 21-day rule was adopted in the 81st Congress, when Demo crats had a 263-171 margin in the House.

2. It may well try to make mon ey and credit easier especially in the fields of housing and small business. 3. The result could increase in flation psychology among the pub lic in general. The first fruits of that could be speculation, both in the markets and in industry through inventory buildups and plant expansion.

And later could come another rise in the cost of living. MORE COLLECTIONS And in time, of course, larger tax collections. But businessmen's second look at the election results shows there are still curbs that hold down a spending spree such as President Eisenhower fears. One thing is his veto power. Another is the coali tion of his administration with conservative Democratic leaders Congress.

The only question here is how effective this will be in the new Congress. The newly elected lib erals will be low men on the Alaska. The rule lasted only two years When Democrats sought to con tinue it in the 82nd Congress, they were blocked by a coalition of Re publicans and Southern Democrats. In that Congress there were 199 Republicans. House rules will be adopted in the opening day of the new Con gress.

Again, there will be enough Republicans and Southern Demo crats to block any rule change if they get together. If they do, supporters of legislation bottled up by the Rules Committee will have one other chance to force action. They can get a vote on anything by filing a petition in the House and obtain ing the signatures of 219 members a majority. This is a tedious and difficult procedure. committees to which they are appointed, but in alliance with holdover liberals they may be numerous enough to be hard for the conservative leadership to handle.

What worries businessmen most about the prospects of more government spending is that it will come on top of an already huge total. The outgoing Congress voted enough appropriations to send the U. S. debt to a record high and to build up a prospect of a 12-billion-dollar Treasury deficit. And the admiriistration is reported to be preparing a new budget of around 80 billion to submit in January.

DEFICIT LOOMS Unless corporate profits pick up enough to provide tha Treasury with a lot more income tax revenue, another large deficit is al-already in sight. The first impact of new government spending is the pleasant one, for them, of increasing sales for suppliers to the government. At almost the same time the Treasury must go to the money market to raise new cash to make these payments. If it taps the banks for this it builds up their deposits and their ability to use government securities for borrowing money to lend to business or to consumers wanting to go in debt for purchases. floor leader.

Kuchel is mentioned as a possible successor to Dirksen as assistant Republican leader. TO RETAIN SEATS In the House, California's congressional delegation will retain high ranking spots on several committees. Rep. Harry Sheppard remains third ranking Democrat on the Appropriations Committee and Rep. Chet Holifield will be second Democrat on the Government Operations Committee.

Rep. Donald Jackson will be come the top ranking Republican on the House Committee on Un-American Activities. Rep. J. Arthur Younger will make a spec tacular climb from 12th to 6th ranking Republican on the Com merce Committee.

WASHINGTON (AP) On the basis of seniority, California will lose its one congressional committee chairmanship in the new Congress next January. The loss may be offset by gains in other positions of influence. Clair Engle (D) of Red Bluff surrendering the chairmanship of the House Interior Committee to become California's freshman senator. But, on the basis of his experience in the House, Engle probably will have priority over 11 other Democrats taking Senate seats for the first time. MAY HAVE CHANCE Engle thus may have a chance to land an assignment on the Sen ate Armed Services Committee.

Sen. Thomas H. Kuchel (R), California's new senior senator upon the retirement of Sen. Wil liam F. Knowland, -will move up the position of second ranking Republican on both the Interior and Public Works committees of the Senate.

Kuchel, however, may yet de cide to drop the Public Works Committee to bid for a vacancy on the powerful Appropriations Committee. Kuchel also figures in specula tion that Sen.
