Oovernor Chamberlain and State Land Agent Oswald West Saturday secured the last link In a' chain of which discloses the most astounding land fraud transactions yet brought to light ln Oregon. Heretofore the operations discovered were thefts of land from the state or the government. Tho latest scheme unearthed Is one ln which the operators 'have forged the signatures of the clerks of the land board and the seal of the state and then sold or hypothecated, the spurious land sale certificates to. bankers and capitalists all over! the United States. forged certificates are duplicates of originals and are so cleverly drawn that they can scarcely be distinguished from the i genuine.

Even state land office clerks have been deceived and have issued deeds upon the false certificates, -while the genuine originals are still outstanding. It i is known definitely that D. A. Puter and XL O. McKinley.

convicted as head of the minor conspirators ln the trial that ended In the conviction of Senator Mitchell and Representative Williamson, are mixed ln this fraud and that their operations have been carried oa since their conviction and while awaiting sentence. The full details of i the manner ln which the fraud was committed have not been made public, but from what can be learned the; operators first secured a genuine land sale certificate and i reproduced it by photography in the form of a xinc etching.
