"The safe area to operate a boat in becomes even more narrow. Boat traffic will appear even heavier." Minnesota: Try mixing it up SOLUNAR This calendar of solar-lunar tables is based upon the theory that fish and game tend to be more active at certain times in the lunar period. Major periods (peak activity) extend approximately one hour before and after the times given; minor periods about a half-hour before and after.

The week's best times are in Continued from preceding parjo "Unlike driving a car down the highway, boating never stays the same," said Gary Gurske, DNK warden supervisor for I-a Crosse County. "Lakes and rivers are not guaranteed to be safe of imperfections. There are wing dams, logs. And they (boat operators) don't spend thousands of hours in a boat like they do a car." That may be why many boaters fail to take heed to laws and safety regulations. Afterall, 4.33 deaths per 100,000 registered boat is not enough to alarm most boaters nor is 171 accidents out of 461,000 boats.

But increased law enforcement, tougher boating while intoxicated laws and penalties have increased awareness that there are rules of the road especially on the water. "Our primary objective out there is to promote boating safety," said Bob Climie of the DNR bureau of law enforcement. "There is an increased awa reness among the wardens. As a state, there is an increased emphasis on boating safety." That means that 92 water patrols across the state (which doesn't include volunteer patrols like the one in La Crosse) will be out in force this weekend. In the 14-county western Wisconsin district that Keith oversees, conservation wardens will be checking for safety violations, drunken boaters and unsafe operation of watercraft.

Up to four boats with wardens will be patrolling the Mississippi River in the La Crosse area during this weekend's Riverfest celebration. Keith expects plenty of action, but not an overflow of unruly boaters. "It depends on where the Fourth happens to fall," Keith said. "If they haven't got the next day off, then they tend to hold off. If they've got the next day off they hit it a little harder and they get a little nastier." Low water levels, however, creates another nasty hazard.

For The Associated Press The key to successful fishing in Minnesota right now is versatility; if the species you're going for isn't hitting, chances are something else is. While walleye action is slow over much of the state, muskies, northern pike, bass and panfish are all turning on. Anglers are managing to boat walleyes, but it takes work, except in the borderland, where recent rains have made walleyes more active. In other parts of the state, flat-lining crankbaits is starting to pick up walleyes that have suspended at the 30-to 35-foot level in deeper water. The trick is to let out enough line so that the plug gets deep enough.

plastic worms. Crappies are hitting mini-jigs on Lower Cullen and Horseshoe, and northern are hitting well on all small area lakes. AI.FXANDKIA Northerns and bass are doing good on Lobster, Oscar and Carlos. Pike are hitting big sucker minnows and spinnerbaits. Bass are hitting spinnerbaits and Rat-L-Trap lures.

Walleyes have moved out to the 18-to 20-foot level. GRAND RAPIDS Walleye fishing is slow. Bass and northern action is good. Muskies are showing more activity. PARK RAPIDS Bass and panfish angling is good, northern action is decent and walleye fishing is fair.

But anglers that want action would be better off working the weedlcds, where they can pick up pike, bass and even muskies on certain lakes. The following is how anglers are faring in various parts of the state. BK.M1D.JI Walleye fishing is still slow, with anglers reporting scattered success. Best bait is still leeches, with crawlers producing at times, fished in 9 to 12 feet of water. Anglers are taking smaller walleyes in the weeds.

Northern pike action is getting better and muskies are getting more active. Bass action is steady. BKAINEIU) Walleye fishing continues slow. Largemouth bass fishing is excellent, with anglers using jigs and minnows or big MINOR dicated by an X. MAJOR A.M.

The last time the DNR saw drops of this magnitude in trout populations was during the drought of 1976. It took four to five years for populations to rebuild after that.

There is a well-documented relationship between stream flows and trout populations. As flows drop for prolonged periods, populations decline. Stream flow in some rivers in northwestern Wisconsin is down about 80 percent from normal at this time of year, the DNR reported. No significant rainfall is forecast for the remainder of the week. The extended outlook for the last half of the week calls for little or no precipitation. Highs are expected to be mainly in the mid 70s to around 80. Lows are forecast to be in the upper 40s and 50s. Earlier this week, The Associated Press reported that DNR officials are investigating whether low flows and high water temperatures may have caused a fish kill on the Eau Claire River below Lake Eau Claire that involved a number of species.
