TAKE SANTA'S ADVICE City Manager f'nntlniicd From I. municipality adopting the managerial form of government Is not at all clear from the language of Article 20 (of the statute); The only conclusion that would be at nil workable Is that the office of he clerk is retained and is filled the same manner as before the managerial form was adopted. "The duties of the clerk will be 'he same under Ihe managerial orm, except, that he would not have supervision over any employ. or employes com ng under the supervision of the manager. "Jn municipalities which had wen under the aldermanlc form icfore adopting the managerial 'orm, the treasurer would be elc- ed.

The treasurer's duties would remain the same but he not hffVe the power to appoint his subordinates. The act is not clear as to whelher the manager can appoint any but the 'directors' of departments. "All employes authorized by the governing body would be hired by the manager or by one of the de- partnTent or division directors under his supervision. CIvlJ service employes and those under the fire and police commissioners act would not be affected by adoption of the managerial form of government. (Alton fire and police department are 'classified under Ci vil Service).
