"I did that." Stephan, who had previously played winter ball in Australia, Mexico and Venezuela, returned to Venezuela. He pitched from October to January, compiling a 7-3 record and 2.15 ERA in 88 innings. "The competition was really good," Stephan said.

"We won our division, and the team we played in the (playoff) finals had eight major leaguers on the field. Four guys on their pitching staff were in the big leagues." A month and a half after he returned, Stephan went to the Orioles spring training camp as a non-roster invitee. He spent a month and a half with the team, but pitched in just one game. In his only big league appearance, he tossed two hitless, scoreless innings, and struck out three. Still, when critical player moves had to be made, Stephan was back to Triple-A.

"In my position, you really can't say too much," Stephan said. "I am getting to pitch. I am getting the ball every fifth day." Stephan began the season in the Red Wings' starting rotation, was sent to the bullpen for 10 days, then returned to the starting rotation when Jamie Moyer was promoted from Rochester to Baltimore. He is currently 2-5 with a 4.47 ERA after 44y3 innings. He has struck out 26 and walked 19.

"I am finally getting back in a groove," Stephan said, "And I would like to keep it that way. Last year I knew exactly what I He's toiled for 4M seasons in the minor leagues, starting with a lowly independent team and working his way up to the edge of the major leagues. Now former Onalaskan Todd Stephan is looking for a break. A break that will land him in Camden Yards, the ultramodern home of the Baltimore Orioles. A break that will culminate years' of hard work, and make the blisters on his fingers, his hands, seem worth it.

"I try to forget those days," said Stephan of his 1989 season with the Peninsula Pilots, a team with no major-league affiliation and seemingly no direction. "I really have, too. I was fortunate to get an opportunity to go with the Orioles and do well in every spot. I am close-that is how I feel. Organizations have different thoughts and different feelings about different people.

Sometimes it takes a special break." Stephan, 27, isn't quite sure what the Orioles think of him. He spent all of last year with the team's top farm team, the Triple-A Rochester Red Wings of the American Association. He had a good year, finishing with a 5-6 record, 2 saves and 3. ERA while working mostly as a middle reliever. When teams were allowed to expand their rosters in September, Stephan stayed in Rochester.

It made him even more determined. Remember Peninsula? Then there was an impressive season at Double-AA Hagerstown in 1991.

And Stephan's consistency at Triple-A has turned heads. Could a call from Baltimore be far off? "Funny things have happened already this year," Stephan said. "At this point, our (Rochester's) whole starting outfield has been called up. Our first baseman just went today. "I wouldn't say I would be the first called up.

This year, after a trade I was in the bullpen, then I'm back in the rotation." While Stephan has bounced back and forth, there has been little talk of bouncing him all the way to Baltimore.

R. Douglas Melvin, the Orioles' assistant general manager-director of player personnel, could not be reached for comment. A player personnel assistant, who requested anonymity, said the Orioles like Stephan's attitude, his versatility and his aggressiveness. However, there is some question as to whether he has the pitches to get major-league hitters out. "His stuff may be a little short for the big leagues," the assistant said.
