A sesquicentennial logo is being developed. 1 The West Salem Business Association is making plaques on the history of downtown buildings; plaques also will be placed on some other historic buildings. SPARTA Sparta will celebrate its 150th birthday from Friday, June 29, through Wednesday, July 4. Tentative plans for June 29 include a big-band costume ball and dinner. Planned for June 30 are a luncheon and period style show, and two showings of a Sparta history video that is being developed by members of the Sparta Sesquicentennial Committee and the Monroe County Local History Room.

Copies of the video will be available for sale, said Steve Peterson, who is committee co-chairman and the citys tourismeconomic development director. The group that will provide the WEST SALEM West Salems sesquicenten-nial celebration will be Friday through Sunday, Sept.

7-9, replacing the annual Garland Days normally held that weekend. Errol Kindschy, general chair of the West Salem Sesquicentennial Committee, said tentative plans for Sept. 7 inclifde an evening pageant on the history of West Salem, with people dressed as figures from the communitys history. Kindschy, who owns Historic Floral and Historic Salem, also is president of the West 'Salem Historical Society. Sept.

That move, Kind said, was just another attack on the working family." Kind hit on Democratic principles, said University of Wisconsin-Eau Claire junior Duncan Cameron. Cameron, 22, who is studying political science, said Kinds speech was about the issues most important to Wisconsin residents, like getting involved and making the opportunity to succeed available to all people. After his lunchtime speech, Kind, along with Wisconsin U.S. Rep. Tom Barrett, discussed the Solid Waste Interstate Transportation and Local Authority Act that was introduced in Congress March 27.

If approved, the bill would give local municipalities power to accept or deny the movement of garbage to landfills in their area. Congressional Research Service numbers rank Wisconsin sixth in the nation in importing solid waste, Barrett said, and the numbers are growing. Wisconsin receives more than a million tons of garbage a year from surrounding states. Congress has to step in and act on this issue, Kind said. Wisconsin recycles about 40 percent of its own waste, Barrett said, but it is impossible for the state to get ahead if landfills and incinerators are taking in waste from other states.

A 1999 Federal Appeals Court decision, which said states like Wisconsin cnt regulate the kind of garbage brought from other states, led to the bill. Each day, as many as 120 semi trucks come to Eau Claire, filled with garbage from Minnesota to be dumped in the Seven Mile Creek landfill. In 1999, the landfill took in five times more Minnesota garbage than it did two years earlier. Other areas most affected are Duluth, French Island and landfills near Milwaukee and Illinois, Barrett said. WINONA Winona will celebrate its sesquicentennial with a birthday party Monday, Oct.

15. Events and attractions for that day will be announced in coming months. The Winona Daily News newspaper, Wells Fargo Bank, Watkins Inc. and Winona State University are leading the charge for the 150th birthday celebration, Daily News Publisher George Althoff said. But were not the only ones, Althoff said.

Other Winona groups plan to do things to observe the sesquicentennial. Were going to try and take advantage of existing events that already are scheduled and already established, and through those events heighten the awareness that Winona is 150 years old, Althoff said. In the coming months, Winonans can learn about the communitys history at annual events such as Steamboat Days, the Victorian Fair, the Cemetery Walk and the Polish California makeup artist, Julie Martin, will be at Allure Salon on Friday Saturday.
