recorded in the first 100 days last year. Twenty-three of the first 100 days this year were death-free. Commissioner James Kams earlier this year set a goal of 100 deathless days for the entire year, a goal which he says can be realized only if every citizen will fully accept his personal traffic responsibilities. Death tolls for area counties follow, with each figure including urban and rural fatalities: 20 Counties Still Without Traffic Death At the end of the first three months this year, 20 Wisconsin counties remained on the motor vehicle department's honor roll of counties which have had no fatal traffic accidents in 1960. During the first quarter of the year, 154 persons tost their lives on streets and highways in the state.

This toll is nine higher than for-the same period last year and one fatality higher than for the corresponding period two years ago. Wisconsins traffic toll reached 166 at the end of the first 100 days this year, or six ahead of the toll RATTLES for baby to play safe by Plakie. The best loved toys in the little world. A gay assortment to choose from. secretary declared: Our manpower potential is great enough, with an improving technology, to increase the production of goods and services by about 50 per cent from 1960 to 1970.

We begin the 1960s with a gross national product (GNP) of 500 billion dollars. We can reach a level of 750 billion dollars by 1970. At first glance, this may look as if Anderson is endorsing a 5 per cent annual growth rate. Democratic politicians and economists have been promoting for some time as a necsssary national goal. Such an endorsement might have been a major political boo-boo.

It would have put welcome words into the mouths of his critics who advocate greater government spending to promote a faster rate of economic growth. But the former Texas Democrat in the Eisenhower administration isnt joining this school of economics. A 50 per cent growth in production of goods and services over the coming decade isnt a 5 per cent average annual growth rate. Its a 4 and one-tenth per cent growth rate per year, compounded annually over the decade, by Treasury figuring. This isnt much of an increase over current economic growth rates.

From 1950 through 1959, the U.S. GNP increased from 328 to 479 billion dollars, a 46 per cent rise. This is a 3 and nine-tenths per cent growth rate, compounded annually. it Democratic economists dispute even this figure. Their claim, in arguing for the 5 per cent economic growth rate goal, is that during the Eisenhower administration, from 1953 through 1959, the annual growth rate has been only 2 and three-tenths per cent.

There have been two recessions in this period. So what Anderson is now saying in effect, is that the growth rate over the coming decade could be about two-tenths of one per cent a year greater than in the past decade. This is the first time Anderson has, even by inference, endorsed any specific growth rate geal. In the past he has always declined to put any figure on what the growth rate should be. Asked about this at his budget briefing last a a he answered: I don't think you ouoht to pick out a mathematical figure this 1 YOUNG PEOPLES CONCERT, the seasons brilliant finale, today from twelve to! one oclock and youll enjoy; the concert version of The Sec- ond Hurricane by a famed composer Aaron Copland.
