Tuesday, February 20, 1990 Saskatoon, Saskatchewan Star-Phoenix leporters couldn't quote leader TORONTO (CP) Czechoslo-vakian president Vaclav Havel came to town with cap in hand Monday, but there was a slight breakdown in communications. Anyone who didn't speak his native tongue didn't get his message. Politicians who welcomed him had the luxury of an interpreter; reporters and others who turned out to hear him had no such advantage. The popular president, accompanied by a team of senior minis ters, was on a brief visit to Canada seeking assistance and expertise to rebuild his country's economy and democratic institutions. He was applauded at every turn during his seven-hour visit, from the moment he stepped off his plane and proceeded to visit a cathedral, lunch with federal and provincial officials, pick up an honorary degree and address the Czech and Slovak community before leaving Monday evening for a visit to Washington.

Havel spoke only in his native Czech language which was heartening to folks with ties to his country. His words were translated for Premier David Peterson and federal International Trade Minister John Crosbie as the trio got together for a private lunch with a number of Toronto businessmen. The news media expected an interpreter would also be present during the president's afternoon address which Peterson and Crosbie didn't attend and re porters complained to the Ontario government when no translation was provided. "It was the choice of (federal) External Affairs," said Patricia MacDonell, communications officer with the provincial Ministry of Intergovernmental Affairs. "They thought part of it (the speech) would be in English.

In fact, that didn't happen." The few publicly translated words the president spoke were iUjSt before the luncheon during a light-hearted exchange with the premier. Peterson said for Crosbie's benefit that Ontario would likely be poor after today's federal budget. Havel said he would be satisfied with having only soup for lunch if it would save Ontario some money. The president later addressed nearly 1,800 cheering people at the University of Toronto's Convocation Hall and was presented with an honorary degree from York University at that gathering. Havel, 54, a playwright-activist in Czechoslovakia, had been awarded the degree in absentia in 1982, but he was in prison at the time and there was little chance of his imminent departure from the then-Communist country.

"Dissident to president," cheered the crowd. Havel, who became president in December, is the first non-Communist head of state in Czechoslovakia in 41 years. Wolfgang Schmidt of Toronto said that the "group has found private property in the Ottawa region that can accommodate our needs." He would not release the location of the show, to be held in May 1991.

He said that details will be available in two months. Schmidt said the controversial show in Ottawa added $3.5 million to the local economy. Schmidt said Ottawa is the best location and that ARMX promotes Canada's domestic arms industries. "This is a show for the Canadian government." Three of the last four ARMX shows have taken place in Ottawa on city land. The other was in St.

Hubert, Que. About 145 people were arrested in Ottawa last year following a demonstration of about 1,500 people who blocked rush hour traffic on a main city thoroughfare outside the trade show. Aid. George Brown led the campaign last year to have the show banned on city property. He said this week that with the events in Europe and the increase in the peace movement globally and locally, "people will realize just how comical it is to have a show like that in the city." Richard Sanders, co-ordinator of Coalition to Oppose the Arms Trade, said the group will "be out in numbers larger than ever, ready to pounce." OTTAWA (CP) Hate-mongering and attacks aimed at Jews are increasing in Canada and an Alberta court ruling is partly to blame, says a Jewish group which keeps tabs on anti-Semitic activities.

A total of 176 anti-Semitic incidents were reported last year, up from 112 incidents in 1988 and the highest number reported in eight years, the League for Human Rights of B'nai B'rith said Monday. B'Nai B'rith's figures are based on public complaints and forms filled out by Jewish groups and organizations.
