Saskatoon, Regina, Moose Jaw, -Brandon, Minot Bismarck, Aberdeen, Austin, and Grand Forks, N.D., could be joined by franchises in St Cloud, Minneapolis and Green Bay, Wise. Ferguson said expansion teams must be in place by Dec. 15.

A league salary cap won't be set until a schedule has been drawn up. Both topics will be discussed at the next meeting, Jan. 20, in Las Vegas. Ferguson tsaid the league will have either a 78- or 80-game schedule based on a 12-team membership. Another topic to be discussed at the Jan 20 meeting will be how to eliminate personal services contracts.

"We felt that was a problem," said Ferguson. He said some teams paid players' rent and rented cars for players over and above what they were paid in their der's doomed draw in the 10th. Earnhardt overwhelmed the field to win the season-ending NAPA 500 at Atlanta Motor Speedway in Hampton, Ga.

The 44-year-old Earnhardt needed a miracle to keep the 24-year-old Gordon from winning the title, but The Intimidator showed that the changing of the guard is not nearly complete. Earnhardt led six times for 268 laps, including the final 59, to earn his record-tying seventh victory at Atlanta, fifth of the year and the 68th of his Winston Cup career. Retired Cale Yarbor-ough, now a car owner, also has seven Atlanta wins. "It's pretty neat to be in the company of people like Cale Yarborough, but we'll just keep on doing it for a while," said Earnhardt "We've got several years left." Earnhardt was trying to become the first driver to win eight Winston Cup titles. He and the retired Richard Petty have seven apiece.

Gordon had one of his most frustrating races of the season, struggling with handling and finishing a disappointing 32nd, 14 laps down. But it didn't matter. Gordon came into the event leading runner-up Earnhardt by 147 points and needed only to finish 41st or better in the 42-car field, or to lead at least one lap, to become the second youngest driver in NASCAR's 47-year history to win the title. The final margin was only 34 points. "I'm so excited, I don't know what to do or what to say," Gordon said.

"It wasn't a great day, but it's been a great year. I can't believe the magnitude of this sport I never thought it would ever happen to me." Only Bill Rexford, who was 23-years, 229-days old when he won the championship in 1950, was younger than Gordon's 24 years, lOOdays. Damon Hill took the lead with just a quarter of the race completed and surged away to win the Australian Formula One Grand Prix by two laps. Only eight cars still were running at the end. With his 13th win, Hill moved within one of the total compiled by his late father Graham Hill, a two-time world champion.
