La Crosse Tribune, Tuesday, May 22, 197923 Investment by rail line workers urged WASHINGTON (AP) The financially troubled Milwaukee could be saved if its em ployees were willing to invest $50 million, the chairman of the Senate Finance Committee said Monday. Sen. Russell B. Long, D-La said he might recommend a fed- rate of $500,000 a day, he said. To attempt to operate the entire Milwaukee Road for the balance of the year will require $80 million to $90 million more than the railroad itself will be able to generate, he testified.

I believe that the core of the Milwaukee might require only $20 million, he said, and perhaps an additional $10 million later in the year. The plan calls for the Interstate Commerce Commission to direct other carriers to provide service as needed on the routes which the Milwaukee would drop. The Milwaukee Road is the' seventh-longest railroad in the nation and has about 10,000 employees. It filed for reorganization under federal bankruptcy statutes in December 1977. A reorganization court heard the trustees petition May 4 and is expected to provide a ruling soon.

But the ICC argues that conditions do not exist which would allow the court to embargo thousands of miles of track. ICC chairman Daniel O'Neal said his agency wants to direct rail service only as a last resort because of the expense it represents to the federal government. Long said the $50 million in employee support which he proposes could come from $300 million which employees would receive in labor protection payments should the railroad cease operations. Hillman said thoughts of salvaging the company financially are wishful thinking. It lost $100 million between 1975 and 1977, and it lost $82 million in 1978 alone, Hillman said.
