In 1964 Ontario tobacco growers made drastic cuts in their acreage. It was their reaction to plummeting prices caused by an accumulation of surpluses in earlier years. That one year of lower acreage meant that surpluses were disposed of, and last year farmers raised their acreages, producing 127.3 million lb.

One factor complicating the tobacco picture this year is the British embargo on Rhodesian tobacco. The embargo is causing definite problems for British cigarette makers. Earlier this year they asked Ontario growers to plant enough acreage for 55 million lb. for the British market. Other overseas buyers requested 7.2 million lb.

Currently there is some question whether Ontario growers can fill these orders. Outlook for yield per acre is running high at present the only question mark is the possibility of frost before the crop is harvested. Most has now been picked but one bad frost could drastically affect the remaining crop. A light frost early this fall inflicted only light damage. Acreage in production in Ontario is near capacity now.

Two recent studies one of the London area, the other of the Sarnia-Windsor-Chat-ham area by the Ontario Department of Highways show that while the present population of these regions is about 788,000, it will rise by 405,000 to 1,193,000 by 1985. More people, more cars, more employment and more tourists, in short, are the reasons for the program. The London program, which involves $100 million of expenditures, is based on figures which show a current population of 330,000 in the region.

The 1985 projection: 522,000. Included in the London area plan: Controlled freeways linking London and Sarnia, and London and St. Thomas. Priority is given to the Lon-don-St. Thomas freeway.

The development of a major link between the Lon-don-Sarnia freeway and Parkhill. Elimination of the highways system incorporating highways 7 and 22 between Sarnia and Stratford, 81 between Strathroy and Park-hill, 19 between Thamesford and Stratford, 2 between Thamesford and Woodstock, and highway 80 which runs north from highway 2 through Glencoe. The program will be in three stages: the first, involving $21 million, will clear congested highway sections; the second, costing $58 million, will improve highway facilities for long-distance trips; and the third stage of $21 million, will take care of new congestion expected towards 1985. The other study the southwestern Ontario area highway planning study incorporates the 2,749 sq. miles of Essex, Kent and Lambton counties.

The population of the area was 457,633 in 1964; is expected to grow to 670,955 by 1985. Altogether, about $62 million of spending is recommended in the report for new and improved highways. Among the recommendations: A new highway 40 linking Sarnia and Wallaceburg. The existing highway will be turned over to the St. Clair Parkway Authority.

A new freeway linking Sarnia and London (this is also recommended in the London area study). A new four-lane highway, linking Windsor and Leamington, including an Essex bypass. A new link from the Macdonald-Cartier Freeway, bypassing Chatham, to connect with existing highway 21. A new link from the junction of highways 21 and 7, bypassing Forest, to the south shore of Lake Huron. This and the preceding change should providp much belter access from the Mae- donald Cartser Freeway to Lak Huron.
