"I'll have a glass of water; preferably 1986." UNITED NATIONS (CP) A $100-million (U.S.) shortfall in the UN budget is terrifyingly real and Canada supports spending cuts to bring it under control, Ambassador Stephen Lewis told a special meeting of the General Assembly Wednesday.

A $60-million package of budget cuts has been presented to the special plenary by Secretary General Javier Perez de Cuellar to offset millions of dollars in fees withheld by some 75 member states, including the United States and the Soviet Union. But many delegates refuse to take the crisis seriously, Lewis said, believing it has been exaggerated for political reasons. For example, the United States, which is $253 million in arrears, argues its 25 per cent share of the $830 million budget is too high and wants a greater say in UN budget matters. The Soviet Union almost $200 million in arrears has withheld contributions to specific UN oper- ations like peacekeeping, which countries like Canada have had to make up. The dispute may have political roots, Lewis said, but we nonetheless have a financial crisis of catastrophic proportions.

Although the organizations budget is derisively tiny relative to its task, Canada would be ready to support further cuts to make up the budget shortfall, he said. The package of cuts proposed by the secretary general affects UN staff salaries and benefits and would limit travel by delegates and cut next falls General Assembly session to 10 weeks from 13. Lewis said it is unacceptable that, in a world torn by conflict, want and injustice, financial arrears are preventing the organization from acting effectively. The great issues of peace, disarmament, development and human rights must not be captive to a squabble over balance sheets, he said.
