You pick up almost any newspaper and youll see where the perpetrator of a crime was a gang member, said Sylvia Jackson of the state Divison of Youth Services. It seems clear that gang violence has increased over the years and that gang members are proportionately more prone to violence than nongang delinquents and criminals, Klein said. But Klein said that if you could wave a magic wand and eliminate all illegal drugs you would still have street gangs. Youre going to have street gangs until you reduce poverty, have stronger families and good parenting skills, have better schools and more jobs, he said. Law enforcement personnel and others who deal with juvenile violence say many teens desire gang membership because it gives them something they dont get elsewhere status and identity.

Juvenile gangs are generally made up to people who feel theyre disenfranchised, said Emil Thomas, Madisons deputy police chief. These kids often dont have the academic or social skills to complete. So, they rely on skills they developed back in the urban jungle. Man gets life for murder SUPERIOR A Minnesota man was sentenced Monday to life in prison for the stabbing death of a Wisconsin man he killed because the victim was a homosexual whom he thought was suffering from AIDS. Stuart Ellanson, 22, of Duluth, had pleaded guilty to killing'1 Kevin Dutcher, 27, on June 2, 1991. Ellanson pleaded guilty in a bargain with prosecutors that included dismissal of a hate crime penalty enhancer that might have added an additional five-year sentence and a $5,000.
