By Vern Greenshields of the Star-Phoenix REGINA Former MP and MLA John Skoberg was able to keep his house, car and other personal assets in the final settlement of a dispute with the Saskatchewan Economic Development Corporation, according to information filed with the legislatures public accounts committee. Skoberg, the NDP member for Moose Jaw North from 1975 to 1982, was one of the original investors in the Green Acres Motel in Moose Jaw, a motel with SEDCO backing which went into receivership in 1973. The matter has been an on-again, off-again issue in the legislature ever since, centring primarily on whether Skoberg had to make good his portion of the loan. According to information supplied to the public accounts committee last spring on a confidential basis, and made public this fall, SEDCO got its loan money back when it sold the motel in 1979 for about $445,000 $10,000 more than the $435,000 loan. However, there still close to $69,000 left in unpaid outstanding, as well as a further $77,000 in receivers fees and miscellaneous operating expenses.

That left about $135,000 owed to SEDCO and after prolonged legal action against all guarantors by way of garnishee summons and statements of claim, settlement was reached with seven of the nine obligators. (Two shareholders had declared bankruptcy), according to the SEDCO document. It did not reveal the amount each had to pay but stated that they agreed to recompense SEDCO on the basis of their original ownership percentage to the extent that, as a group, no one would be forced to dispose of their residences, vehicles and other personal assets. SEDCO accepted the proposal because it judged that to go further would entail a long-drawn-out legal battle through the courts resulting in no real gain after time, effort and expense especially since the loss consisted of soft costs, i.e. interest, receiver fees, etc.

Blakeney wants changes in municipal planning bill the zoning on property designated to have heritage value, because the bill, if it becomes law unaltered, would prevail over heritage legislation. As well, municipalities not wanting power lines running, across a certain area could simply zone that area as being unfit for power lines, and it would supercede any legislation allowing the power corporation to place lines there. However, Urban Affairs Minister Tim Embury said existing planning and development legislation contains a similar section which gives the act precedence over other legislation in the planning and development field. Although this tag is dropped in the new bill, Embury said the intent remains the same. Blakeney said he will be moving amendments when the bill comes for clause-by-clause scrutiny to up By Larry Johnsrude of the Star-Phoenix REGINA A proposed planning and development act could give municipalities the power to overrule heritage property designations and allow discrimination, and it should be changed, Opposition Leader Allan Blakeney said Wednesday.

Speaking just before the legislature gave approval-in-principle to the bul, Blakeney said one section states that if there is a conflict with other legislation, this bill would prevail. Citing possible scenarios, Blakeney said there is a long history of zoning which discriminates against residents and, because of this wording, it could conceivably allow municipalities to pass such zoning and be immune from human rights legislation.
