The information from this count, as well as ongoing ridership counts and suggestions and concerns received from our customers, were analysed for areas of improvement. As a result, Saskatoon Transit Services will implement service adjustments on November 1, 1998. (no service to McNab Park). OTTAWA (CP) Hugh Segal's run at the leadership of the Progressive Conservatives came to a sudden stop Thursday in a calculated move to ensure Joe Clark wins. Segal said he's dropping out of the race at the request of Clark so the former prime minister can go head-to-head with David Orchard, a left-wing organic farmer from Saskatchewan whom Clark has called a tourist in the party. "I assume that when I was asked to get off the ballot it's because a very careful and thoughtful calculation had been made that it would be easier to deal with the Orchard matter," Segal said at a news conference where he endorsed Clark. Clark nearly won the leadership last weekend on a first ballot, but fell a whisker short of the necessary 50 per cent plus one of votes.

Orchard came third because he outperformed Clark in Saskatchewan and British Columbia, two provinces where the federal party has no MPs. Segal was second, Brian Pallister was fourth and Montreal lawyer Michael Fortier came last. He was automatically dropped from the Nov. 14 second ballot. Pallister, a former Manitoba cabinet minister, tossed in the towel Wednesday.

He didn't throw his support behind either of the two remaining candidates. No one really thinks Orchard will pull off an upset, but voter apathy is a concern in a race that has garnered little national attention and is now competing with the Quebec election. "The focus will be on Quebec so we have even more work to do this time to get the vote out than perhaps we had before." interim Tory Leader Elsie Wayne said outside the Commons. Orchard has a solid organization that did a respectable job of getting his vote out last weekend. Just over half of the 90,000 eligible voters cast ballots.

"There is a risk that if my people decided not to vote, if Brian's people and Michael's people decided not to vote, and if Orchard's vote stays, then margins could narrow," said Segal. "I think this should be fine for Joe. but it's important that nobody take anything for granted." Route 8 will continue to serve Rupert and Alexandra and then on to Lowson Heights Bus Terminal on a 30 minute frequency during the day Monday to Saturday. This route will also be extended to serve Cree PI. A new branch of the Route 8 will serve 1 st2nd Ave. and the North Industrial Area on a 30 minute frequency Monday to Friday during the peok periods only. This new branch of Route 8 will travel west on 33rd St.

OTTAWA (CP) Preston Manning is pushing Joe Clark to speak at a united alternative convention on merging the Reform and Conservative parties or creating a new party. Although Clark says he has no intention of being part of a united alternative, Manning sent him a letter late Thursday saying he should rethink his opposition to the February convention "and put your shoulder behind this effort." The Reform leader said Clark, who is poised to win the leadership of the Tory party on a second ballot Nov. 14, should put aside personal and partisan ambitions and join the debate. Clark wasn't available for comment. His officials said he would respond today.

In the letter, which Manning released at a party fund-raising dinner in Calgary, the Reform leader says something must be done to create an alternative to the Liberals. "Their one-party dominance of our political process throughout the 20th century has produced a political institution devoid of principles, accountability, ideas and integrity. "They must be challenged," Manning wrote. If Clark firmly believes the only alternative to the Liberals is the Progressive Conservatives, said Manning, then he should attend the convention and argue his position.
