S6V5K2 Construction is expected to begin next week on the second phase of Saskatoon's first twin high-rise apartment development, Israel Chertkow of Cherktow Real Estate and Investments Ltd. has announced. Chertkow said the $7-million development on Third Avenue between 25th and 26th Streets will provide 160 suites, about evenly divided between one- and two-bedroom apartments. Structural work is complete on the first of the 14-storey buildings to he known as Regal Twin Towers. The first building is due for completion in October and the second one in May of next year.

Cenaiko Enterprises Ltd. is constructing the complex and project managers are Douglas-Pichler Consultants Ltd. of Saskatoon. Chertkow said the project is in answer to a shortage of apartments in Saskatoon's downtown core and large demand for high-rise accommodation. The first building will house 76 suites and the second will have 84, giving a slightly different proportion of one- and two-bedroom apartments in each tower.

Among the special features are four suites designed for wheelchair tenants which Chertkow says are the first of their kind in a private Saskatoon development, and roof gardens about the size of an average city lot on top of each tower. The buildings will include swimming and health facilities, a workshop, games, lounge and party rooms, surface and underground parking and high-speed elevators. Doug Pichler, one of the project managers, said the towers are being built on the fringe of the downtown core where there is little apartment construction going on, and where the vacancy situation is likely to remain tight for some time. The market is softer for landlords in the peripheral area of the city, he said. Tentative rental rates for the towers are $285 per month for one-bedroom apartments and $350 for two bedrooms: The project qualifies for the federal government's assisted rental program (ARP) which now assists the owners of about 1,500 apartment units in Saskatoon.

A spokesman for Central Mortgage and Housing Corporation (CMHC) said ARP offers the developer up to $100 per unit per month during the first year of a 10-year agreement. The maximum federal contribution decreases by 10 per cent each year, and the developer begins to pay back the money in the 11th year when interest begins to accrue. The developer and CMHC sign agreements each year setting rental rates and the intention is to keep rent in line with the market, the CMHC spokesman said. The program is designed to help developers make up the difference between market rental rates and the costs 'of new projects.
