12-21-o speech to the United Nations' in New York this week may have hurt the African causes By roughly scorning Wilson's plea for time and a bloodless solution in Rhodesia, the Africans could be driving British popular opinion in the direction of making a deal with Ian Smith's rebel Rhodesian regime. VICTORIA (CP)--Police and a 25-year-old man are attempting to unravel the mystery of how the latter got from his 30- foot yacht to the eighth green of a local golf course. In the process they hope to find what happened to the boat. Russell Hughes, a Victoria watermaker, told police he cannot remember how he became separated from his home-made yacht in the 4traight of Juan de Fuca. A police constable found Hughes Saturday holding an empty gas can which was tied to his life jacket and part of a boat's companion way.

In the other hand he held the marker flag for the eighth green. Hughes told police he left Victoria's inner harbor Friday and was headed for Canoe Cove, about 20 miles away. He said he is not sure if his yacht sank. An aircraft searched Sunday, but found no trace of the vessel. He was outside the harbor when he went below to check some charts.

Next he checked his outboard engine which had failed. He said he remembers sitting down to take off his boots, but doesn't remember what happened after that until he climbed a cliff and held onto a lamp standard for support. How he got from there to the green of the Seaside Golf Course was unknown. Police said Hughes obviously spent some time in the water. He was in satisfactory condition In hospital Sunday.

A police spokesman said Hughes may have had a bad scare which caused him to lose his memory or the chilly water may have had something to do with it. Lacey, unmarried, was a native of Kindersley. Even as Wilson was being snubbed by an African walkout at the UN, British Conservatives sympathetic to Smith were collecting signatures on a 100- name parliamentary motion interpreted in some quarters as seeking negotiations with the Rhodesian rebels. Wiser African leaders must have been aware beforehand that directing their public anger about Rhodesia against Britain might backfire. BASED ON FRUSTRATION But decisions to break off relations or snub Wilson at the UN were based on frustration at what most Africans clearly regard as British equivocation over Rhodesia. Internal African power struggles also may have been a factor in forcing the pace of the hate-Britain movement.

British motives are widely suspect in Africa, no matter what Wilson says about Rhodesia being a global moral issue. British talk about abjuring the use of force against "kith and kin" in Rhodesia is seen as a none-too-subtle euphemism for "whites can't fight whites in 10,4 maw 11P Orl I Mir Le, IMPORTE0 FILTER GENUINE PIPES BRIAR MPORTEI) Imin ut is Immo mom imam le; PLANS AND SPECIFICATION'S MAY BE OBTAINED BY PRIME CONTRACTORS ONLY from the office of the Architects, upon deposit of a cheque in the amount of $2.5.00 payable to the Architects.
