(AP)--Twelve years of sex research by two scientists at Washington Univerpity here may provide answers to What they call some of the most perplexing problems of the 20th century. Dr. William H. Masters, a gynecologist, and his assistant, Mrs. Virginia Johnson, will pub.

lish a book early next year on their findings in the heretofore unexplored field of human sexual response. Just as Alfred C. Kinsey explored it physiologically, in the laboratory, with 690 volunteers. Some of the problems to which their research may find answers are the sex life of older persons, sexual inadequacy, and a safe sex life for cardiac and hypertension patients. They say they also have developed the first natural contraceptive that can be injected.

"The most important thing to come out of this research is knowledge that human sexual response can be directly investigated," Masters said. Kinsey's research answered questions on the what and why of sex. The research of the Washington University team answers the "how" questions. "Medicine has never before tackled the problem of what happens to the body during sexual Masters said. The volunteers, primarily married couples from a cross section of the population of this metropolitan area, are carefully screened and interviewed.

Front AP-Reuters KINGSTON, Jamaica (AP) Prime Minister Pearson said Tuesday Canada would seriously consider an official Invitation to loin the Organization of American States. The Canadian prime minister, Who bad two days of talks here with government leaders, told a press conference Canada's position is similar to that of Jamaica and Trinidad Tobago, which also do not belong to the OAS.

He said the three countries, which sent observers to the two-week hemis phere conference that ended Tuesday in Rio de Janeiro, would keep in close touch so that they might act in unison on OAS membership. The prime minister and Mrs. Pearson have been in Kingston since Sunday. The official visit to Jamaica and one to Trinidad-Tobago that will follow are the first by a Canadian head of government since the islands became independent. On wider issues, Pearson told his press conference it was his opinion economic sanctions imposed on Rhodesia up to now would not work, but that he preferred total sanctions, oil included, before military sanctions are tried.

The Canadian government, be said, could not dictate to importers where they should get their sugar, but he hoped that Jamaican and West Indian sugar might replace some of the $2,500,000 worth of Rhodesian sugar orders that had been cancelled. Judge Forsyth reported that blame for the city's housing crisis "if blame there is, rests entirely on the City of Toronto." He emphasized he was not saying the present city administration was at fault. Mayor Philip Givens later defended the city's record in public housing at a press conference and said: "We don't deserve all the blame." He said there was no doubt the political aftermath of the inquiry will be considerable and predicted: "The more embarrassed the aldermen are, the snore likely they are to do something." Judge Forsyth reported there was no evidence to support Mrs. Marks' charges that the city building department is "soft on absentee landlords." last tanks before a deck cargo of steel was unloaded caused the lake freighter Fort William to capsize and explode in a Montreal dock Sept. It. Five men died. The inquiry report. released Tuesday, ordered a minor censure of Capt.

Samuel Wilkinson "for permitting, or causing to be permitted a person with Inadequate experience to be substantially In charge of the activities which took place after the vessel's arrival in Montreal and which caused the casualty." Mr. Justice H. F. Gibs who directed the Inquiry, reported that the deck cargo was not secured. After the ship's ballast was pumped out, she began to list and the cargo shifted.

This movement of the cargo "contributed to the final capsizing and caused the explosion and fire which then occurred." Mr. Justice Gibson reported that under the system followed by such freighters the captain and officers do not make the decisions on where cargo is placed. They did not know the weight of cargo sections, Information that "might have enabled them to be aware of the small margin of stability and the possible effect of pumping the tanks." He recommended ship owners be required to establish some way of assuring the seaworthiness of vessels at all times and that regulations require the securing of deck cargo on freighters in some circumstances. The inquiry found the Fort William was adequately manned. It ordered the owner, Canada Steamship Lines, to pay Costs of the investigation up to POMO.
