The U.S. broke the old rule 10 years ago in acknowledging that Francis Gary Powers, the U-2 pilot shot down by the Russians, was on an espionage mission.

The Powers case was marked off at the time as a political necessity. But no such international spotlight forced the CIA into its announcement earlier this year that Herbert Itkin had been one of its undercover foreign agents. Itkin undertook a still undisclosed mission for the CIA in England five years ago. As part of his cover, he took along his wife and her two children by a previous marriage. Mrs.

Itkin was then sued by her former husband, a resident of Peekskill, N.Y., for depriving him of visitation rights by moving the children to a foreign country. A court case ensued and the father of the children won custody. Now the Itkins have gone to the New York State Supreme Court to regain custody, and part of their case is an affidavit from the CIA. It states that Itkin was on a mission and that the establishment of the entire family in England was a necessary part of his cover. The' Communists have gone much farther in bringing their spies in from the cold.

Col. Rudolph Abel unless somebody even more proficient is uncovered ranks as the most successful Soviet master spy ever to operate in the U.S. To professionals in the business who should not of course be confused with humanitarians the exchange of the hugely knowledgeable Abel for the U-2 pilot Powers was an abysmally bad trade for the U.S, One of the major new strengths of KGB, the Soviet state security police, is the reputation it has recently established for looking after Its own. Nowadays, captured Soviet agents can, if they are important enough, look forward to being bartered back to their own country. The technique is to incarcerate relatively harmless Westerners under the worst knowledge of the prisoners' plight leak out and simply wait for humanitarianism to do the rest.

Not even other government bureaucracies can compare with the espionage agencies in the number of major blunders made or of humiliating mistakes exposed in recent years. The U.S. has a built-in advantage. With four major spy agencies often in direct competition with one another the chances for looking foolish are greatly magnified. Nearly two years ago, the CIA asserted that there was no serious possibility of a strong Communist attack in Vietnam while the Pentagon's spy service, the Defense Intelligence Agency, predicted danger ahead.

The administration took the CIA's word, did not prepare for trouble and the murderously successful Communist Tet offensive followed. For the average spy on the street, and for the technicians, scientists and assorted bureaucrats who run him, 1970 was a banner year and 1971 promises to be the best the second oldest profession ever had.

Spies have never been so plentiful. By conservative estimate, the U.S. alone employs some 60,000 and the Russians may have double that number. In West Germany, which probably has more spies per square acre than any area in the world, 25,000 people have reported to authorities that they have been asked to do espionage. This number, of course, Includes only those who were approached by the other side and who turned down the offer.

Money never seems to be a problem, at least with the major organizations. The U.S. spends en estimated $4 billion a year on espionage and the Soviets more than match the American total. But spies do not live on bread alone, and for the modern espionage worker there is considerable satisfaction simply in looking about and seeing the empires that have grown up about him. The secret agent is not alone anymore.

Certainly he is not that storied, solitary figure lurking in a Constantinople alley with his only contact an enigmatic, well-tailored gentleman in an obscure office thousands of miles away. Today's espionage agent is part of a formidable bureaucracy. If he is an American, he may be one of the 15,000 souls laboring full-time for the Central Intelligence Agency, the National Security Agency, the State Department's Bureau of Intelligence or the Pentagon's Defense Intelligence Agency. He may even be In the FBI, an agency whose counterspy activities are sometimes difficult to separate from actual espionage. Colleges today are awash with government agents infiltrating leftist organizations.

To be a Black Panther is to have a secret agent for a friend. The intelligence agencies have also gone into the dossier business in a big way. individuals who have expressed them selves forcefully against the Vietnam War are now listed. Army intelligence has been especially busy in this field, and has taken a severe blasting in Congress as a result. "The business of the Army," said Sen.

Sam Ervin of North Carolina, "is not to keep track of the thoughts and actions of Americans exercising their First Amendment freedoms." The average CIA recruit is a college graduate with fluency in at least one foreign language. He goes to work for about $8,000 a year and is generally firmer in his patriotism or at least more anti-Communist than most Americans his age. Primarily, he is a data collector, though if he progesses up the hierarchy he becomes more en analyst. Some SO per cent of the information that comes into his agency is gained prosaically from "above-ground" reports of other agencies, from military attaches around the world, from foreign publications. Even the sub-rosa 20 per cent often comes secondhand.

The American agent in the field will supervise missions, make contacts, "run" other agents. But the latter are usually foreigners better placed to gain classified some mushroom-hunting civilians reported a large slit in the 10-foot fence around the base. The Russians, too, are anything but infallible. On one famous occasion, a British-American team tunneled under the headquarters building of the Soviet forces in East Germany and tapped the direct phone line to Moscow. The tap went undetected for some six months.

But no one could accuse West German Fleet Admiral Hermann Luedke of being anything but the absolute top of the espionage drawer. As a very high NATO staff officer, Luedke had knowledge of troop strength, emergency planning and probably of the position of every nuclear weapon in Europe. But he made a mistake that was classic in its silliness. Before leaving on a hunting trip, he dropped off a roll of film to be developed at a Bonn photo shop. The roll contained three pictures of the Luedke family on vacation and nine of documents clearly labeled "NATO Top Secret." The photo shop alerted the police who alerted German intelligence personnel, who couldn't find Luedke.

Finally he turned up of his own accord, when his hunting trip was over, was interrogated, let go, interrogated again, let go again. Finally, grimly, two weeks later, Luedke solved the problem for the authorities. Still not under surveillance, he drove into the mountains, put the barrel of his Mauser to his chest and pulled the trigger. Nonetheless, the intelligence agencies carry on, now and then scoring a coup, oc-sionally rounding up one another's personnel, occasionally cancelling out one another's mistakes. And hardly anyone on the outside knows what they're doing, why they're doing it, or even how much they're spending.
