In Washington, diplomatic observers noted that there had been signs in Congress that cuts in UN contributions and other support would be demanded if Taiwan were ousted. In Moscow, the official news agency Tass reported the vote without comment in a dispatch from New York.

But observers in Moscow said the Kremlin was likely to express satisfaction at the outcome. Moscow voted to seat China and expel Taiwan. The British government welcomed the vote to seat China, and a foreign office spokesman recalled that the British UN delegations have voted to admit the People's Republic since 1961. In Japan, the decision, which came despite Japanese efforts to save the Nationalist Chinese, led to speculation that Premier Eisaku Sato would be forced into early retirement before his plan to step down next fall. It was his personal decision that led to Japan co-sponsoring the American two-China resolution.

"This shows how countries TORONTO (CP) Soviet Premier Alexei Kosygin said Monday night that Canada and the Soviet Union should develop closer ties, both politically and economically.

In the past, he said, those relations were not as close as they might have been and they did not improve as quickly as they should have. He said some people attributed the rift to the differences between the cultures of the two countries. "We huld a different view and I must say it is pleasant to meet in Canada people we have already mot in the Soviet Union," eight-day Canadian tour which ends today, was interrupted briefly by two demonstrators. The two were evicted quickly from the banquet hall in the Ontario Science Centre. Mr.

Kosygin said economic opportunities offer a way to strengthen mutual confidence and "the common bonds of friendship" between Canada and the Soviet Union. He also gave some figures indicating the strength of the Soviet economy. For example, the Soviet Union was producing 120 million tons of steel a year and by 1975 it would be producing 150 million tons. he said, adding that he would like to see those friendships broaden. At one time, the Soviet Union did not have strong economic ties with many of the European nations either, he said.

But those have since improved. Speaking at a $25-a-plate dinner sponsored by the Canadian Manufacturers Association, he referred to a pact he signed with Prime Minister Trudeau in Moscow last spring as an "important document" to strengthen ties.
