'Has the board of review the power to change the assessment on real estate as revised by the board of review last year, after the regular assessment has been made by the township assessors, and revised, or approved by the board of review? This is a question ashed by States Attorney Schaefer at the solicitation of the members Of the Tazewell county board of review, of Attorney General W. H. Stead.

The hoard of review is receiving complaints from many real estate owners in various parts of the county that their assessment is not, an equitable ofle. Last year the general assessment was made on real estate, it being made every four Jears. There were many who did not appear before the board and otters werte not satisfied with the valuation fixed by the board. In' referring to section 3 of the revenue law, which says that the board 'of review cannot make a change of assessment for the entire county, the attorney general holds that an entire township, or a p'ortion of a county, may be revised, both personal and real estate.
