Page 2A NEWS-HERALD, Panama City, Sunday, October 16,1977 Cast Ballot Against Leader Mormon Voter Is Excommunicated SALT LAKE CITY (AP) The man who cast the first vote in modem history against a leader of the Church of Jesus Christ of Latter-day Saints has been excommunicated and fired as chapel janitor. Byron Marchant, 35, of Salt Lake, is the second opponent of the church policy withholding the priesthood from blacks to be excommunicated in the last two years. All faithful Mormon males 12 years and older except blacks are trained to hold priesthood offices. Marchant, who is white, said he will appeal the excommunication by the High Council Court in his stake (diocese), and a church said day the appeal would go to the First Presidency the three top leaders. Marchant said he was excommunicated in a closed-door trial which lasted until 4 a.m. Friday. Many excommunications involve sex offenses, such as adultery or homosexuality. Advocating polygamy, which was once allowed by the church, now also results in excommunication.

Church spokesmen Don LeFevre said excommunications are handled at the local level and are not routinely reviewed by the higher authorities. He said results of excommunications are forwarded to church headquarters for membership records. The other dissident excommunicated was Douglas A. Wallace, a Vancouver, attorney who had ordained a black Mormon into the priesthood. Marchant was a church missionary to France for two years.

He was scoutmaster of a troop which included non-Mormon blacks in whose behalf the NAACP sued challenging the policy which made it impossible for blacks to hold scout leadership positions because they were linked to priesthood offices. The case was dismissed after the church agreed to changed the policy. Leftists Pursued MANAGUA, Nicaragua (AP) Nicaragua has sent a crack combat company in "hot pursuit" of leftist guerrillas with orders to cross into Costa Rica or Honduras if necessary, a military source said Saturday. The source said the latest Nicaraguan government order was issued by Major Gen. Jose Somoza Debayle, brother of President Gen.

Anastasio Somoza and inspector general of the Nicaraguan National Guard. A government spokesman denied the report, but reaffirmed that national guard troops were "prepared to follow the guerrillas wherever necessary" to stop the escalating border violence. Within 48 hours, the National Guard company had moved from Managua to the garrison town of San Carlos, which had been attacked by guerrillas from the Sandlnista National Liberation Front two days ago. Five soldiers and a policeman were reported killed In the predawn raid. San Carlos is on the southeastern edge of Lake Nicaragua about three miles from the Costa Rlcan border.

The military source said the combat squad has been ordered to pursue the guerrillas "wherever necessary," including crossing the border into Honduras and Costa Rica to secure the leftists' arrests. Roger Bermudez, presidential press secretary, would not confirm how many reinforcements had been sent to San Carlos but said the guerrilla clean-up operation was "continuing and moving well." Without giving detaUs of the operation, he said President Somoza was in command of the guard units from his Pacific coast hacienda where he is recuperating from a heart attack several months ago. The Nicaraguan National Guard, the nation's only armed force, has about 5,000 men including support forces. The Costa Rlcan government said Friday a Nicaraguan military plane fired on three Costa Rlcan boats on an inspection tour along the Frio River near the Nicaraguan border. No casualties were reported.

In San Jose, the Costa Rlcan goverment issued a que saying it would present a formal protest to Nicaragua because of the air attack, which occurred a few miles south of San Carlos.
