Desegregation will he based on of granted to and exercised by the pupil and his parents or guardians. Pursuant to the plan adopted by the Board of Education the following pre-registration policies been established: PRE-REGISTRATION OF STUDENTS IN CLEVELAND CONSOLIDATED INDEPENDENT SCHOOL DISTRICT FALL OF 1965 Pre-registration of pupils planning to enroll in any grade in the Cleveland Consolidated Independent School District for the fall 1965 semester will take place for a period of 3 days, from August IK, 1965 through August 20, 1965. I nder policies adopted by the Board of Education, parents or guardians may register pupils during this period at the school of their choice.

At the time of pre-registration a choice may be expressed for either the nearest formerly Negro school or the nearest formerly white school. In the event of over-crow ding, preference will he given without regard to race to those choosing the school who reside closest to it. Those whose choices are rejected because of over-crowding will be notified and permitted to make another choice of a formerly Negro or formerly white school. The choice is granted to the parent or guardian and the child. Teachers, principals, and other school personnel are not permitted to advise, recommend or otherwise influence the decision.

Nor will school personnel either favor or penalize children because of the choice made. Children not pre-registered on August 18, 19, or 20, 1965, may be registered at the school of their choice on August 30, or 31, 1965, immediately prior to the opening of schools for the fall 1965 semester, but first preference in choice of school will be given to those who pre-register. Annually after 1965, similar practices will be followed with respect to registering and enrolling pupils. Pre-registration forms were distributed to each student in attendance in the Cleveland Consolidated Independent School District in May, 1965. Since these forms did not contain the detailed plan for desegregation, new forms are mailed to all parents or guardians of students who attended the Cleveland Consolidated Independent School District in 1964-65 and those prospective first graders whose names are listed on the 1965-66 census roll.

Any parents or guardians of children to be enrolled during the 1965-66 school year who do not receive these forms are asked to contact the office of the Superintendent of Schools, P. O. Box 758, Cleveland, Texas and request these forms. Forms will also be available in all schools on days of pre-registration. Completed pre-registration forms (only new forms will be accepted) must be submitted in person by the child or his parents or guardian at the school of his choice on the prescribed dates for pre-registration.
