Ocean Freight Rate Discussing ocean freight rates Mr. Lvan allowed how peculiarly favorable is the position occupied by Canada and the United States, at the present time. He presented a diagram illustrating actual ocean freight rates on wheat from all the leading wheat exporting ports to Liverpool. It suggested that competition really plays a big part in determining ocean freight charges. Freight rates ou the different routes were shown to be iu direct relution to distances.

Mr. Kvana said that distance was really the law governing ocean freight charges. The Mquor Interests in St. J.ihn's felt the importance of this so strongly that before the balloting took place they placarded tht fences, beside other appeals, with the words: "If you are afraid of prohibition, don't vote." They realised that If a Utile more than 40 per cent of the electorate stayed home the measure would he defeated.

The Ht. John' despatch not say whether the needed aggregate was secured unless the remark that prohibition carried for the whole Island by 401 votea means this. The referendum did not tarry with It any positive pledge to enact a prohibition law a the prohibitionists aid It should.
