Feeling an abiding confidence in the members of this Council that they would stand by the best interests of our city, morally and intellectually, as woll as financially, the Free Library Trustees did not labor with the Council beforehand to secure a favorable levy for this important public trust. The Council should havoarison to the occasion. Instoad, they have fallen to the dust. And I would ask the 1,000 or 1,500 readers of tho Public Library whether our seemingly progressive Council does not need a little inflatim, a little "blowing up," for thus neglecting so necessary an institution as the Free Library for the growing city of Santa Cruz. I say necesnary.

l''or what is a com. muuity worth, what inducements are there In any community to attract the most desirable kind of population that does not foster all the means for obtaining knowledgoand intelligence? Sewer bonds, tire department and river improvements aro all worthy objects. These aro lor the preservation and improvement of health and property. There ia a moral, intellectual and mind improvement more important to our welfaro than either, that City Councils and other governing bodies can not safely ignore. And yet in order, apparently to economize, our otherwise progressive Council, represented and controlled ostensildy in the Interest of Santa Cruz juvenility, have neglected their own best interests, and are willing to provide a sum barely sufllcient to pay fur the care of such valuable books as we have, without the meaus of material increase.
