Silent Service Television Review New Saturday Children's Show By JERRY BUCK HOLLYWOOD (AP) Frank Buxton had changed a lot since the last time I'd seen him. His clean-cut, boyish good looks were now partially submerged beneath long brown hair and a droopy Manchurian moustache. His two-button business suit had given way to a suede jacket and brown velveteen bell-bottom trousers.

A few years ago Frank was producing Bill Cosby's five-minute radio show and had just finished co-writing a book called "Radio's Golden Age." Before that he had been host of ABC's "Discovery." Now he looked like any of the television producers in town, whose ranks he has joined. Buton is producing "Hot Dog," a new Saturday morning show for NBC, in association with Lee Mendelson. The show, first seen this past spring as a special, stands head and shoulders above the usual Saturday morning gaggle. "Hot Dog" shows children how things are made and does it in a provocative and amusing way, using such regulars as Jonathan Winters, Woody Allen and Jo- Anne Worley. "I want 'Hot Dog' to be a mind trip," he said.

"I want the kids to see pretty pictures. I want to take advantage of the fact that television is a visual medium. "The time has come for shows like 'Hot It's reality programming. I told him about it for five minutes and he said, hold it. He picked up the phone and called NBC and explained it in three minutes and we had a deal." At home, Frank prints books on his own printing press and binds them. He also has what must be the country's largest collection of tape tof old radio shows. He has an antique radio rigged up to play nothing but old shows. His book on radio is being revised and expanded and a new edition will be out for Christmas.

He also is working on a sequel, "Television's Golden Age," with his collaborator, BUI Owen. Buxton said the funniest of the old shows were Fred Allen, "Fibber McGee and Molly" and "Vic and Slade." He said, "You can play any of those Shows today and they hold up well."
