The plant is running about half capacity, due to a decidedly less demand for cement that obtained at this period last year. The quarry is not being worked at night at all, The shipments of clay from Tank Siding are two and three cars dally where a year ago six or seven cars of clay per day were needed for the proper manufacture of tho product. An analysis of the market conditions as affecting the local plant shows that although tho California demand is above tho average demand for cement in the northwest Is practically nil. It is firmly believed by many that the Santa Cruz Portland cement company were figuring confidently on supplying the market demands from Portland, Seattle ami other big centers In the northwest when they arranged for tho construction of the concrete wharf at Simla Cruz.

The cessation of work on that structure and the general curtailment of expenses now going on at the Davenport plant are taken as proof of the statements in Superintendent Davis' letter to the council asking for an extension of time on tho franchise period for tho construction of the wharf.
