B8 THE WINDSOR STAR Saturday, August 16, 1997 ENTERTAINMENT MUSIC Provinces outspend Ottawa for performing arts Provincial funding for the performing arts continued to outpace federal grants in 1994-95, says a new survey from Statistics Canada. The provinces, led by Quebec, spent almost $60 million on not-for-profit theatre, music, dance and opera companies. That was 43 per cent of all public grants. The federal government spent almost $55 million to see its share of public funding fall to 40 per cent. Municipalities saw their share of the arts funding pie increase to $21 million, or 15 per cent of the total.

The ever-flamboyant Clinton appears centre stage on his latest tour while his early counterparts including Windsorite Calvin Simon prepare to release a new album in October. "It's a misconception; everyone thinks it's only George Clinton," Simon says from his Forest Glade home in East Windsor. "In the last 10 to 15 years, the four of us have been involved in other businesses. But now, we're coming back and we want to put a more positive message out for young people.

It's an anti-drug one. We've all come home to a normal life. We want to put the fun back into funk." The original Parliaments are Clinton, Simon, Grady Thomas, Clarence "Fuzzy" Haskins and Raymond Davis, who joined together in the mid-1950s. Thomas and Davis stayed with Clinton on the road until last year, when they rejoined the other original members to work on the new album. The group is calling itself Calvin, Fuzzy, Grady and Ray Original P.

Inducted In May, Parliament-Funkadelic were inducted into the Rock and Roll Hall of Fame in Cleveland, attended by all members of the original Parliaments. During the years, Clinton has headed various groups, such as The Mother-ship Connection and the P-Funk All-Stars composed of two groups, the Parliaments and Funkadelic and various offshoot bands, all mixed and matched by him. Individual members and reference books tell a different story about the history of the groups but one thing is clear: Clinton is the focus, even though he doesn't sing or play an instrument. In the early years, Simon says Clinton told them it was better for one person himself to look after business and speak on behalf of the group. "Then it became George Clinton and the Parliaments at that time we didn't know anything about the business," says Simon, 55.

"There were girls everywhere and we had pockets full of money and it was just fun for us. But even with all that, I took the money and invested it properly and my foundation was firm. And I had a good home life." In the early days, Simon hooked up with Clinton in a barber shop in Newark, N. where he went to get his hair "processed," a hair-straightening procedure. "At the time there was a doo-wop group on every corner," he says, with barber shops being a popular meeting spot to get together to sing.

In the background are some of his gold and platinum records Next, they moved onto Plainfield, N. to open their own barber shop and then to Detroit to audition for Motown Records. Unfortunately, Simon says, they looked too much like the Temptations, so they headed back to Plainfield and barber-shop life. By 1966, they had hooked up with Detroit's Revilot Records and nabbed a chart success the next year with (I Wanna) Testify Through the years, however, few people could deny Clinton's ability to produce and direct the group into visibili- ty, even if did leave the original members out of the limelight.

"The public don't know. All they know is George Clinton and the crazi-ness of it all. But there were five of us as partners that created the whole Par: liament-Funkadelic thing," says Simon, who still maintains a friendship with Clinton and may even get to his show Monday at Pine Knob. "We probably will be touring togeth- er at some point. It's just our turn to burn right now.

We feel we have something positive to say. (Clinton) still surrounds himself with decent talent and he goes for what he believes in but it doesn't mean it's right for everyone." Simon says the heavy partying and LSD use over the years had to end for him. "There was just so much of everything. Just to be able to survive those years is unbelievable." William Sodders, 21, was arraigned Thursday on charges he shot James Halversen at random on a high school track last January because he wanted to test out his new, stolen 9mm handgun. Patrick Sodders said he felt he had to turn in his son because the young man had recently threatened to kill him, his girlfriend, their young daughter and the girlfriend's family "There was no choice," Sodders said, "because he killed a man and I was concerned he could possibly do it again." Sodders told police he phoned in the tip hours after his son admitted the crime to him. He said in Thursday's New York Post that his son dreamed of acting out the violence depicted in his favourite movie, Natural Born Killers.
