The Cornhuskers drove 80 yards in five plays on their first possession before Frazier found tight end Gerald Washington wide open for a 36- yard score. The Kansas defense then stopped Nebraska the next two times it got the ball, but couldn't move itself. The Jayhawks didn't cross midfield until midway through the second quarter. Ah, the second quarter.

As far as Kansas was concerned, it was the quarter that wouldn't end. Nebraska scored on the first play of the quarter when Frazier and Armstrong again connected for a 12- yard score. Two minutes later, Corey Dixon got behind the KU secondary for a 46' yard score with 12:46 remaining in the second quarter. Kansas dented the Scoreboard at the 6:14 mark when Maurice Douglas swept in from four yards out. The TD 1 capped an eight-play, 80-yard drive which was helped along by a 35-yard pass from Chip Hilleary to Pete Vang.

Cutting the Nebraska lead to 14 just made the Cornhuskers angry. Durbin has concerns about prep sports By The Associated Press KANSAS CITY, problems with funding and lack of sportsmanship in high school athletics worry the man who oversees prep sports nationally.

Durbin, the retiring executive director of the National Federation of State High School Associations, said those problems will have a big Durbin impact on the future of high school sports despite a survey that found participation at its highest level in 13 years. Durbin, 65, a native of Holla, who grew up in Burns, was the executive director of the Kansas State High School Activities Association from 1957-76. But after 16 years of heading the federation, Durbin offers two solutions he hopes will put limits on judgments. "We need immunity laws in states that protect coaches and officials," he said.

"We need a major effort to enact federal and state legislation to place caps on judgments." The obvious effect of increased spending on lawsuits, Durbin said, is that participation at the high school level is certain to drop. However, a recent survey by the National Federation said there were 5,370,654 high school sports participants in 1991-92, up 71,983 from the previous year. The total is the highest since the 5,563,912 reported for the 1978-79 school year. "It is obvious that despite decreases in high school athletic budgets, schools are finding new and unique ways to fund programs," Durbin said. In fact, one of the most positive transformations during Durbin's tenure is the change in funding philosophy.

"Leaders have begun to accept that other sources of revenue must be sought. Many programs would have folded without this change in thinking, but efforts must be accelerated," Durbin said. "We must continue to obtain funding from businesses, corporations and booster clubs. 'In the 1970s, I was criticized for making suggestions about corporate sponsorship, but no one is laughing now. It'll work as long as the donations go through the proper channels." Although "pay to play" is the popular temporary answer to funding prep sports in Detroit and Philadelphia, Durbin said it's not the solution.

"Pay to play is counterproductive because some students are not able to pay or are limited to participating in one sport because of the expense," Durbin 'It has decreased the number of participants." In Chicago, principals said they intended to drop winter and spring sports unless enough money was raised to support them. But donations from Foot Locker Inc. and Michael Jordan raised the $1.2 million needed to keep sports afloat. "We must do everything possible to ensure that the programs remain in place to provide the kids with the opportunity to meet," Durbin said. Lack of sportsmanship and the win-at-all-costs attitude have hurt sports.

"This attitude manifests itself with performance-enhancing drugs," Durbin said.
