However, Global should not be let off ithout a severe tongue lashing (that's about as extreme as the CRTC gets) or at least a hearty round of shame! shame! shame! from the CRTC panel for Global's decision to ignore the Win-dsorsituation forso long. Vincr said his research shows that, in the long range, there will only be one viable independent Channel 50 with the other two involved in pay-TV at least between 7 and II p.m. Vincr said Global's hopes are fairly modest when it comes to Detroit sales "we're trying to restore the service and breakeven." Global's proposal will be discussed at a CRTC hearing hearing likely in late April or early May; if all goes well, Channel 22 could be on the air by early 1 980, Viner said. If the survey of area people indicates there is no desire to have the station back on the air, then Global will propose a return tolheslidcystem. Of course, the big plus in having the station return to the air is not the inclusion of the U.S.

reruns, or the Ln-glish and Australian programming that will likely find Windsor's Global TV outlet, Channel 22, could be back on the air with a stronger signal that would reach Greater Detroit (and with no more blackouts) by early 1980 that is, if the people of Windsor still want to watch Channel 22, a company spokesman adds. In a telephone interview from Toronto, Peter Vincr, vice-president of marketing for Global, said Croft McClellan has been sent to Windsor to discuss Channel 22's return with "media, opinion and civic leaders." McClellan, who worked for CKLW radio and TV for more than 24 years before leaving the station early in 1978, said he intends to contact some 70 area people in the coming month. McClellan is trying to get "people who represent people" such as Mayor Bert Weeks, and other area politicians, educators and ethnic leaders to support the return of Channel 22 and to put this support in the form of a letter to the Canadian Radio- To add to difficulties, the signal strength had been calculated so it would vanish by the time it hit the Detroit River; that meant a snowy signal for much of Windsor. Vmer said because of the blackouts there as no (programming) flow and with a weakened signal to boot, there was no enticement to watch." Vincr said the cost of providing alternate programming for Windsor was "greater than could be rationalized for Windsor alone." But now, if community support warrants, Global intends to acquire alternate programming for Windsor with an eye to selling commercials in the Detroit area, so that "it isn't un insane subsidy," Vinersaid. McClellan said Global plans to spend more than S2.8 million on a transmitter, antenna and local facilities to insert the alternate programming for Windsor.

It would also hire as many as 18 people for the operation, he added, at a yearlv cost of $270,000. Viner said he is not deterred by the fact that many of the U.S.' reruns they would seek are already being shown on Detroit stations, especially the independents, Channels 50. 20 and 62. television and Telecommunications Commission (CRTC). the federally-appointed body that will likely hear proposal in late April.

(A CRTC hearing set for March 6 will mainly be concerned with the examination of Global's Toronto station and other stations serving the Toronto area.) Global is an Ontario network with headquarters in Toronto, a news operation in Ouawa and transmitters in Hull, Bancroft, Uxbridge, Paris. Sarnia and Cottam. Locally, Channel 22 has been off the air since late August. 1977 when its Cottam transmitter was destroyed by Tire. Delays in settling an insurance claim and the possible contamination of the site by PCBs helped keep the station off the air, but Globals reluctance to rebuild a tansmitter that has been nothing but aggravation for them must have been just as big a factor in the delay.

Before the fire, approximately 40 per cent of the programming was blacked out in Windsor the Channel ran a promotional slide instead because of contractual agreements which prevented them showing programming in Detroit.
