Residents armed themselves and locked their doors. On Thursday night, hundreds of people gathered along the service road of Interstate 70, hoping the nightmare was ending. It would be nice to be able to go out and mow the lawn or take a walk without peering into the woods first, or getting that little lump In your throat when you come home after being away, said Maxine Schell, 54. Jackson is suspected of killing his probation officer, an Indianapolis grocer and a Missouri motorist He allegedly abducted five people as he fled from Indianapolis, through Illinois, to Wright City. Police also say he committed two armed robberies.

Jackson, who at the start of the rampage had painted his face silver and black, hasnt been seen since he fled on foot into the woods just west of Wright City after a stolen Cadillac was crashed into a fence along Interstate 70 on the night of Sept. 22. Oneita Ward, Jacksons sister, said last week her brother was "a living dead person. She said relatives had warned authorities that he needed to be put in an institution. Jacksons mother went on television in Columbus, last week to plead that he surrender.

WRIGHT CITY, Mo. (AP) Fugitive Michael Wayne Jackson, who eluded authorities for 11 days after a series of killings and abductions across three states, killed himself Thursday night In a barn in eastern Missouri. Jackson shot himself with the same shotgun that was used in a series of killings on Sept. 22, said Hal Helter-hoff, head of the FBI office in St Louis. "We are very happy to report the final resolution of this case," he said at a news conference early today.

"Were pleased to bring peace and quiet back to Wright City. Jackson had fired shots as authorities surrounded the barn in Missouri earlier Thursday evening, and police lobbed eight tear-gas canisters inside after unsucessfully trying to coax him out by talking to him using a bullhorn. No one was hit by the gunfire and police did not return fire. JACKSON, 41, was wanted for three killings and a series of thefts and abductions that were carried out on Sept. 22 across Indiana, Illinois and Missouri.

Jackson was added to the FBIs list of 10 most-wanted fugitives on Wednesday. The series of crimes terrorized Wright City, a town of 1,200 people in Prayers Friday at 7 p.m. Dona- yur choice. (VISITA-tions may be made to the chari- IQ'1 AFTER 2 P.M. FRI-ty of your choice.

SL WASHINGTON (Reuter) Senior members of the human rights subcommittee of the House of Representatives demanded Thursday that Yugoslavia release a jailed American or face the possibility of losing the countrys valued most-favored-nation trading status with the United States. With Congress still smarting from the Soviet arrest of released U.S.

journalist Nicholas Daniloff, the little-known case of Detrolt-area resident Pjeter Ivezaj came to the forefront on Capitol Hill. Ivezaj, 30, from Sterling Heights, was arrested in July on a visit to relatives in Yugoslavia, apparently on charges that he took part in a demonstration in front of the Yugoslav Embassy in Washington in 1981. Congressional sources said he could be tried as early as today. The 1981 demonstration protested Yugoslav treatment of its Albanian citizens, the sources said. Ivezag is a former Yugoslav citizen of Albanian descent.

Representative William Broomfield of Michigan, ranking Republican on the House foreign affairs committee, told the subcommittee that as far he could determine the Yugoslavs are treating Ivezaj as though was still a citizen of Yugoslavia and not a U.S. citizen, which he is. Broomfield said that the Yugoslavs have refused to discuss the case with the U.S. ambassador in Belgrade. McLeod A OB staff at Met. (Insured). added, "There are also reports that he may have been beaten and tortured while in prison. Supported by two other members of the human rights subcommittee, Broomfield called for the United States to reconsider the most-favored-nation trading status for Yugoslavia until Ivezaj is freed. The status allows Yugoslav goods to be imported with low tarriffs.

Ivezajs pregnant wife and six year-old daughter were with him at the time of his arrest and now are in Yugoslavia trying to get him released. Broomfield, subcommittee chairman Gus Yatron of Pennsylvania and the committees senior Republican, Gerald Slomon of New York, urged the White House and State Department to take stronger action to seek his release. Soviet builders anger senators WASHINGTON (Reuter) Angered by construction delays, reports of built-in listening devices, cost overruns and substandard workmanship, the U.S. Senate voted Thursday to withhold further payments to the Soviet Union for construction of a new U.S. embassy in Moscow.

In an amendment to the 1987 omnibus spending bill, the senate barred funding until the completion of a $1 million US investigation by the National Bureau of Standards office of building technology. Senator Lawton Chiles said deficiencies in the building include walls not attached to building columns, floor slabs that were uneven or cracked and a leaky roof. WASHINGTON (AP) Debtor countries have said they benefit little from efforts by industrial countries to co-ordinate their economic policies, and they simply want more loans at less austere terms. Austerity for the sake of paying a few million dollars more makes no sense whatever for a country as poor as our own," Peruvian Finance Minister Luis Alva Castro said. "In truth, there is nowhere to put the belt to tighten it" Castro railed against strings attached to International Monetary Fund loans as the weekiong IMF-World Bank meeting drew to a close. The session ends formally today, but the business part of the conference ended a day before with have-not countries complaining they are going deeper into debt.

The meeting produced no new schemes for easing their plight And it saw rich countries in sharp disagreement over interest and exchange rates. Peru was cut off last year from further IMF borrowing when it declared it would limit payments on its debt to no more than 10 percent of its export earnings. IMF loans are conditioned on economic austerity programs in the recipient countries programs many developing countries have pronounced hard to swallow. Paying back such loans "with the hunger of our people is not only unacceptable from a moral standpoint hut it is absolutely impossible given the degree of deterioration in their standard of living," the Peruvian official said. "It simply happens that Perus current capacity to pay is viru-tally zero, if not negative," Castro added.
