Until the PLO signed its first agreement with Israel last September, the Hawks and similar gangs vented their rage on Israeli soldiers and policed their own people on the side. But the September agreement brought with it an order from PLO Chairman Yasser Arafat to the Hawks to stop attacks on Jews. THE ONCE-DISCIPLINED HAWKS began fracturing into feuding gangs. To keep them oc cupied, the PLO has assigned them the job of keeping civil order in the tumultuous Gaza Strip, making these poorly educated boys and young men de facto cops, judges and juries. Brusquely, and often clumsily, the young militants have been trying to settle land disputes, neighborhood quarrels and ordinary crime like theft and battery, with their own brand of trial and punishment.

Traffic violators in Gaza have been shot by occupy the thoughts of many of the young Palestinian militants who rule the streets of Gaza. But it won't be an easy transition for this generation, whose teenage years have been stunted by stints in Israeli prisons, violent street clashes, unfinished education and snates forward to rebuilding the chief wnrrv fnr tho of internecine killines. Last week, after the killing of one of its members, Hamas leaders published a statement condemning the Hawks as a "meddling gang" that uses "barbaric methods" to enforce order. At about the same time, on April 2, Hamas kidnapped a Hawks commander, prompting the Hawks to kidnap a leading Hamas figure in a pre-dawn raid on the man's house. Intervention by PLO leaders ended the standoff, and both men were released. The mayhem shocks even the most hardened of the elder generation of Palestinian activists.

"Neither Hamas nor Fatah, as groups, sanction kidnapping," said Fatah leader Hisham Razek, a soft-spoken man whose face and hands bear the burn scars of the bomb that detonated prematurely during a 1973 attack on an Israeli town. "The problems come from individuals who don't abide by the groups' rules. This reflects the absolute chaos in Gaza." For Razek, who was released last December after 20 years in Israeli prisons, nothing has been more surprising than what he terms "the chaos and disorder" of Gaza society. "I left a place of order and organization prison to a more open place of chaos," he said. "It's very frustrating.

I find the disorder on all levels of life in families, with young kids, in the way people take care of their surroundings. People have become accustomed to violence." "Say thanks to all my friends in Montreal for their help," David Vieira told The Montreal Gazette as he was led away in handcuffs from an immigration detention centre. Vieira, 42, appeared to make the comment sincerely, referring to the people who took him in and helped him find work all the while unaware that he was facing a charge of first-degree murder in the U.S. Montreal Urban Community police nabbed Vieira after the TV show Unsolved Mysteries broadcast a story about him Wednesday on CFCF-12. Police acted on more than 30 telephone tips after the broadcast.

VIEIRA IS ACCUSED of killing Alice Arruda on July 25, 1988, two weeks after they separated. Arruda was stabbed 24 times in her apartment in New Bedford, Mass. Vieira, who used the alias Antonio Pacheco, is awaiting extradition to the U.S. Vieira lived underground in the Plateau Mont Royal district for nearly six years, taking advantage of the hospitality of the tightly knit Portuguese community. He worked on and off at a bakery and fish market and had a girlfriend, friends said.

"He told us he was from New Bedford, but he didn't say much about his past," said Inocio Rodrigues, owner of the Algarve fish market. "He used to come sometimes to my fish market to help me. I would give him a couple of hundred dollars and something to eat. We still can't believe he's wanted on a murder charge." Vieira was popular among Montreal's Portuguese because he played goal for the Benfica soccer team. Vieira also volunteered as a bartender for the Benfica men's club.

"THE FIRST TIME I met him was at the Benfica club six yeas ago," said Joaquim Silva, 41, who showed up at the detention centre Monday to say goodbye to Vieira. "He told us he played soccer. So we asked him to play for our team." Immigration authorities Monday sought to deport Vieira to the U.S. But MUC police arrived at the detention centre with a court order for an extradition hearing to be held today. Jean Ostiguy, of the MUC police homicide squad, said Vieira is likely to be extradited to the U.S.

within a few days a faster process than deportation. MUC police originally arrested Luis Rego, Vieira's friend, early Friday. But Rego told police the man they were looking for was Antonio Pacheco, Rodrigues said. In Montreal, Vieira used a doctored medicare card under his alias, with the name of a famous soccer player in Portugal. "He also had a separate identity kit, which he told us he never used." said Norman Racicot.

Vieira and Arruda. first cousins, exchanged wedding vows in what her family described as an old-world, Portuguese-style arranged marriage. She was 16 at the time.

Arruda, who had two girls and a boy, was stabbed with a butcher knife and part of a car jack.
