The news received by telegraph, and published in the Norfolk papers this morning, that Jeff. Davis's council bad obtained a writ of habeas corpus directing the commandant of the fortress to deliver the prisoner in Richmond on the 13th has created a profound eensation among the eitizens. In Norfolk the Davie family have many relatives and friends, and great anxiety was manifested on the Btreet to learn the minutest particulars connected with his release. It is known that Mrs. Davia, with tho assistance of tho counsel of her husband, has visited Washington several times recently in order to leave no means untried to obtain the release of Mr.

Davis upon whatever conditions the Government might deem proper. Several prominent persons have visited Davis in the fortress within tho last ten days, and it was rumored while they were here that their visits were msdc in inrtherance of the wishes of Mrs. Davis, and lior desire to have their intercession before the authorities at Washington. Davis lias been nearly two years in the fortress. For a year his imprisonment was very rigorons, owing to rumors of efforts making for his escape.

This severity was from time to time relaxed, until oight months ago. the guards which surrounded his quarters at ali hours were removed and since that time he has enjoyed far greater privileges lhan is accorded to the officers and soldiers on duty. He has comfortable apartments iu Carroll Hall for the use of his family and visitors. At a little after 8 o'clock last evening, in Jersey City, the police arrested Patrick Dagan, of Brooklyn, on a charge of being drank and grossly insulting a lady in one of the Hudson City cars. The husband of the lady was only prevented from inflicting summary punishment upon the fellow by the interference of the officer, who happened to be on the front of the cars at the time, Distillery Seiztjke.

The distillery of Arthur Quinn, on Stryker's alley, was reported seized this morning by Inspector W. II. Barrow, for false re. tarns to the government. His books showed three thousand gallons of molasses made into mash during the month of April, while during the same time only three barrels of spirits were placed in bond, and only eighty gallons were found on hand.

About ball past eight o'clock this morning, a boy, aged ten years, employed on a canal boat delivering coal at the Houston street ferry slip at the foot of Grand street, E. fell into the river, between the dock and boat, and but for his catching the rail of the boat on coming to the surface would have been drawn under the boat by the tide which runB very strong at that point. Burglar Captured. Daniel Jenkins, a cigar dealer, in Grand street, near Lorimer, E. having occasion to leave hie store about three o'clock on Saturday afternoon, for the purpose of getting Bhaved at a barber's in the immediate vicinity, locked his door and was gone for the space of fifteen minutes, and on returning iound a customer had preceded him, but of a very doubtful character, who had admitted himself to the premises by means of a picklock, as afterwards ascertained. The man ran for the rear door, but that being fastened, he was unable to escape, Mr. Jenkins collared this would be burglar and banded him over to the care of Offlcer Valentine, of the 46th precinct.

The police found on the person of the burglar, who gave his name as Charles Jones, a fine steel pick lock, one jack knife, and nearly $5 in money, part of the latter taken from the till of Jenkins. Archy Hughes has a fund of natural humor but is not partial to mental exertion Dave Heed seems to have finished education about five years ago and has never learned a song or joke since.
