32 The Windsor Star Monday, December 18, 1978 Cleveland's fall creates few ripples CLASSIFIED HOUSEHOLDER RATES WASHINGTON (AP) stand what's going on there." U.S. treasury department officials in Washington are monitoring the Cleveland default to assess its impact on other municipal governments that must borrow funds from banks. "We don't foresee any significant ripple effects," said treasury's Donald Haider, deputy assistant secretary for state and local finance. "There is no valid comparison between the New York situation (which eventually involved a federal loan commitment) and Cleveland's," said Haider. For one thing, he said, the state of Ohio has the resources to aid Cleveland.

New York City's population is about 40 per cent of the state's total, while Cleveland residents make up only five per cent of Ohio's total1. Hence the Cleveland's default would have only a slight impact on the state, compared with New York's. "Detroit paid dearly" in its recent borrowing, said Haider, noting that the Michigan ciy paid 8.2-per-cent interest for long-term notes substantially higher than the average rate paid by most major municipalities.
