The Irish peasantry are perfectly willing to gire any intelligence, but they object to assist in the arrest of their countrymen. Three British ships of war are riding at anchor in Kenmare River, to awe the people into obedience, and for service, if need be.

Earl Derby, the flrat Lord of the Treasury, says offl. cially, "The alarm has passed. AU the peasantry are loyal. The Government rSl Ireat the prisoners justly, and, if needs be, severely." The Irish Secretary, Lord Nass, says "that a new ris ing of ihe Fenians is apprehended. There were only one hundred and twenty engaged iu the late revolt." The Radicals pretend to be in great tribulation over the fact tbat to morrow will bo the last day on which they can pass bills by overriding the President's veto. The President is allowed ten clear days to examine bills passed by Congress, and within this timo ho can defeat a bill by merely ignoring its passage. Despite the talk it is not clear that Congress does not welcome the approaching closo of the session. The longer the Radicals remain in session without accomplishing anything, the worse they will stand with the country. It is not certain tbat tho Fortieth Congress will attempt any legislation.

Besides the ten Southern States now unrepresented, seven States havo not yet elected representatives to the Fortieth Congress, and it is not conceivable that a bare majority of tho States will attempt to legislate for all of them. A THEEAT. Forney, In his paper, threatens the Democrats ap. pointed by the Preside nt to office, with tho vengeance of the Senate, in the way of non confirmation, if the Dem ocrats in Congress persist in opposing the Sherman do Dtruction bill. Tho threat iB worthy of Forney, who believes that cilice holding is the chief aim of life.

HOBACE GBEELEY. The rumor gains currency, that Horace Greeley has been offered a place ia the Cabnet, as Postmasier Oen INTERNAL REVENUE OFFICES. It is said that Secretary McCulloacu advises tho President to send to the Senate at once names iu place of those recently rejected by that body for Internal Revenue offices. Theso ofiicials aro exposed to so much temptation that, in tho opinion of the Secretary, it is not policy to permit them to hold their plices on an uncertain tenure. Tho Secretary advises selections that may at least hope to be unobjectionable to the Senate.
