Deaths and Funerals Soil, Wafer Stept 1ft making theft: plans lor the Usual spring rush, farmers of Cartoll County were urged this Week by Nick M. Wittry, vice- chairman oi the ASC committee, to be sure to "allot necessary, time to establish needed soil and water conservation practices. He declared that, in many Instances failure to carry out conservation work in spring results in postponement of the practices until the nekt year or even complete abandonment of the plan. Vice-chairman Wittry pointed out that such practices as pasture improvement, 'establishment of permanent cover and construction of god waterways, which require seed- Ing, are springtime projects pri- marily. Terracing, contouring, con- stuctlng ponds 'and spreading limestone are other practices which should or can be done in the spring.

The ASC vice-chairman emphasized that farmers having approvals for early ACP cost-sharing conservation practices must get them completed or well under way before their approval expiration dates in order to qualify for assistance payments. He declared that failure to act promptly in the spring accounts for much of the annual slippage the amount of work authorized for cost-sharing and thf amount actually completed. The worst thtog about such page, Vice-chairman Wittry said, is that it represents unused funds which might have been used by other farmers who were, anxious and willing to carry out needed conservation. He stressed that who have approvals for ACP practices and who find they cannot earry out the work should notify toe county office immediately funds obligated to May be reassigned to others who affisjprepared to act. The vixje-chftiraiaa also said that termers wBo are carrying out their approved practices planned should nottfy the county office as soon Mf work is completed or by the fixed completion date at the yery latest.

That tends to put the responsibility for publicizing the. audit where It belongs on the news organizations rather than on public officials.
