He was 'against putting up billboards to cover up unsightly spots, and favored an ordinance which would give the council authority to penalize those who maintain rubbish heaps and other nuisances.

He said the civic department of the Saturday Afternoon club would probably have something to say about the billboards. Commissioner Stlkeman said he was against putting up billboards to cover up anything; that he did not see where the city profited by these boards; that he wanted those who ob.
